Minnesota Management and Budget (MMB) is seeking an Internal Control Specialist to serve as the lead specialist for vendor payment fraud detection, analysis, and internal control evaluation within the Accounting Services Division. This position develops, executes, and maintains data‑driven fraud monitoring and reporting, evaluates internal controls related to vendor payments and accounts payable processes, and recommends improvements to reduce fraud risk.

Job Duties For This Position Include

• Performing ongoing fraud monitoring and analysis by executing queries, investigating flagged activity, maintaining analytical tools and datasets, responding to data requests, and producing dashboards and reports.
• Coordinating fraud incident documentation and reporting for financial institutions, auditors, law enforcement, and oversight entities, including preparing detailed incident reports and supporting recovery and investigative efforts.
• Leading the development and implementation of new, data‑driven fraud monitoring functions, including creation of queries, frameworks, and standardized policies and procedures to proactively identify risks in vendor payment activity.

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

• Three (3) years of experience reviewing financial transactions or datasets to identify anomalies, trends, or potential fraud risks.

Experience Must Include

• Utilization of Structured Query Language (SQL) or comparable query tools to extract, analyze, or monitor financial or vendor payment data.
• Evaluation of internal controls, risk indicators, or compliance issues to identify potential weaknesses or process gaps.
• Maintenance of datasets, queries, or other analytical tools used for monitoring financial transactions or conducting investigative analysis.
• Preparation of written reports, summaries, or documentation based on analytical findings for management, auditors, or external partners.
• Communication skills sufficient to collaborate with business, accounting, auditing, or IT staff and convey analytical findings clearly and accurately
• Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor’s degree in accounting, finance, data analytics, or data science may substitute for one (1) year of experience. A master’s degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.
