Job summary

Halton Region in Oakville, Ontario is seeking a Housing Services professional to administer the Rent-Geared-To-Income and Rent Supplement programs. The role offers a hybrid work arrangement with 35 hours per week, a CUPE 3732 employee group, and a contract up to 15 months. A criminal record check and driver’s license are required on day one.

Qualifications

  • Post-Secondary education in behavioural/social fields or business administration.
  • Minimum of two years related experience; equivalent education/experience considered.
  • Knowledge of Housing legislation, directives and policies.
  • Proficient use of YARDI 7s and Rent Café; Excel and Word.
  • MFIPPA and related acts knowledge for eligibility assessment.

Responsibilities

  • Calculate RGI subsidy for new and existing tenants.
  • Administer RGI Rent Supplement and Tenant Placement for Halton Community Housing.
  • Generate waitlists from YARDI Rent Café and refer eligible applicants to view units.
  • Assess eligibility for HATCH and manage centralized waitlist; handle complex issues.
  • Complete rental agreements and maintain client/tenant data across software.
  • Investigate misrepresentation and verify information to ensure subsidy eligibility.
  • Screen and assess for housing subsidy and portable housing benefit.
  • Coordinate service planning with partners to support tenants.

Education

Job Summary

Reporting to a Supervisor, Client Placement this role will be responsible for administering Halton Region’s Rent-Geared-To-Income (RGI) program for Halton Community Housing (HCH) and the Rent Supplement (RS) program and other affordable housing programs by; managing tenant placement in regional housing units, screening and assessing initial, interim and ongoing eligibility for RGI assistance and other programs, calculating RGI subsidy and providing case management and support to HCH and RS tenants, including tenant engagement and eviction prevention.

Duties & Responsibilities
  • Calculate RGI subsidy for new & existing tenants.
  • Administer the RGI Rent Supplement program and Tenant Placement for Halton Community Housing.
  • Administer tenant placement by generating appropriate waitlists from YARDI Rent Café and referring appropriate and eligible applicants to view vacant units.
  • Assess and determine eligibility for Halton Access to Community Housing (HATCH) and manage the ongoing centralized waitlist including: respond to complex and/or escalated issues from applicants, Housing Providers, Supportive Housing agencies, internal & external agencies.
  • Complete rental agreements with new tenants and ensure the integrity of client/tenant information, financial and statistical data within a number of computer software programs and spreadsheets.
  • Investigate cases of misrepresentation and take steps to verify information, take appropriate action to ensure eligibility for subsidy or financial assistance including removal of RGI subsidy.
  • Conduct screening and assessment individuals and families for approval for housing subsidy and portable housing benefit assistance under the Housing Services Act and Rent Supplement Program.
  • Ensure ongoing case management and coordinate service planning with internal and external partners to support existing Halton Community Housing and Rent Supplement tenants.
  • Perform other duties as required.
Skills & Qualifications
  • Post-Secondary education in Behavioural or Social Sciences, or Business Administration or Community College Diploma in Social Services.
  • Minimum of two (2) years related experience. An equivalent combination of education and experience.
  • Knowledge of and ability to interpret and apply relevant Housing legislation, directives and policies as it relates to both Housing applicants and administering rent subsidies.
  • Proficient use of YARDI 7s and Rent Café, and computer programs such as Excel and Word.
  • Knowledge of the Housing Services Act, Residential Tenancies Act, Ontario Works legislation, Ontario Disability Support Program (ODSP), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), to assess eligibility under the Housing Services programs.
  • Excellent communication, interviewing and assessment skills.
  • Strong problem solving and mathematical skills to determine eligibility for Rent Geared to Income (RGI)/Rent Supplement subsidy, Housing Stability, and Housing with Related Supports programs eligibility is preferred.
  • An equivalent combination of education and experience will be considered.
