Job summary

Starling Community Services in Waterloo Region is seeking a full-time Housing Liaison Worker to identify landlords, match participants to housing, and coordinate with PATHS2Home and community partners.

The role requires a degree or diploma in social services, experience in supportive counseling and case management, knowledge of the local housing market, strong communication skills, reliable transportation, and a G-class license with liability coverage.

  • Provides support to landlord/partner relationships and to participants with complex needs.
  • Maintains case files and completes program-recording and reporting requirements.

  • Pay or shift range: $30.11 CAD to $37.06 CAD
    Rate of Pay: At Starling Community Services all salaries are categorized under a series of "bands" determined during our job evaluation process. When determining rate of pay for external hires, a candidate’s past related experience will be taken into consideration along with where others with similar experience currently fall within the band.Note: most new team members will start between the starting salary and the mid-point of the range.

One full-time permanent Housing Liaison Worker position available, starting on October 20, 2026, working 37.5 hours per week.

Your Role:

In this role, you will be responsible for:

  • Identifies private market landlords and property management groups to make available apartments/rental units for participants who experience chronic homelessness.
  • Works with PATHS2Home team, landlords and property managers in matching participants needing housing with rental apartments/unit.
  • Provides support to the relationship between landlords/property managers and community partners and tenant when needed.
  • Provides support to landlords/property managers to enable them to sustain relationships with participants identifying with complex needs.
  • Engages in creative problem-solving to address landlord needs and concerns. Maintains a high level of diplomacy in communicating with landlords and community partners.
  • Visits and checks properties in relation to participants’ housing needs.
  • Works collaboratively with the PATHS2Home team and community partners to ensure a coordinated approach to services.
  • Establishes and maintains case files.
  • Ensures the completion of all documentation to assist with accurate statistical collection.
  • Completes program-reporting requirements and documentation.
  • Assists in the compilation of information to assist with research and development.
  • Works with community partners to develop a viable sustainability plan for the program.
  • Works in alignment with the Agency's commitment to equity to further create a sense of belonging at the Agency.

Your Talents and Experience:
  • A degree or diploma in social services with relevant experience working in a community-based setting.
  • Experience in supportive counseling and case management.
  • Knowledge of the local housing market and community services within the K-W community.
  • Excellent oral and written communication skills.
  • Reliable transportation is essential for this position.
  • Required to hold a "G" class license and a two-million-dollar liability policy as part of personal car insurance.
