Job summary

Randstad Canada is seeking an experienced project delivery leader to manage portfolio-level environmental projects within the construction sector. You will drive client relationships, supervise a team of Project Managers, and ensure projects are delivered safely, on time, and within budget.

The role requires 5–8+ years in environmental/civil project delivery and 3–5+ years of leadership. PMP is an asset; strong financial and regulatory knowledge is essential.

Qualifications

  • 5–8+ years managing environmental, civil, or infrastructure projects end-to-end, including scope, budget, schedule, and technical delivery.
  • 3–5+ years supervising Project Managers or technical personnel with coaching and workload management.
  • Proven accountability for project margins, budget-to-actual tracking, scope change negotiations, and AR management.
  • Knowledge of environmental compliance service lines (dewatering, water management, soil management, air quality, monitoring) and provincial workflows.
  • PMP certification is asset-oriented but not strictly required; equivalent experience will be considered.
  • Experience supporting general contractors in fast-paced construction sectors is a strong asset.

Responsibilities

  • Own client relationship management for portfolio-level accounts and ensure positive relationships across multiple projects.
  • Lead, coach, and develop Project Managers; maintain monthly 1-on-1s and drive KPI achievement.
  • Approve time off, manage team capacity, and uphold margins, AR payment timeliness, and invoicing accuracy.
  • Manage scope intake, change orders, and handoffs with Sales and Director of Client Services.
  • Oversee project delivery from initiation to close, including risk mitigation and client commitments.
  • Monitor portfolio KPIs: margins, AR on-time payments, client satisfaction, invoicing timeliness, and core values adherence.

Our firm serves as an environmental solutions provider tailored to the land development, heavy civil, and construction industries. We bridge the gap between regulatory requirements and construction site realities by managing environmental compliance obligations—including water management, soil compliance, air quality, and site monitoring to keep projects moving forward efficiently without delays. We are seeking a results‑oriented leader to manage portfolio‑level client relationships, project delivery, and team performance across an assigned group of specialized environmental projects. Serving as the main operational lead for client accounts, this role bridges business strategy with technical execution, partnering with senior leadership to build long‑term relationships, maintain high satisfaction, and drive project success. In this role, you will provide ongoing coaching, oversight, and accountability for a dedicated team of Project Managers. You will maintain complete portfolio visibility—ensuring scopes are delivered safely, on time, within budget, and in strict alignment with company core values. Additional key duties include scope intake, handoffs, change management, financial tracking, invoicing, accounts receivable oversight, and proactive risk mitigation on complex projects.

Responsibilities
  • Client Relationship Ownership
    • Ensure there is a positive client relationship through all clients within the portfolio, increasingly for clients with multiple awarded projects within the Manager’s segment
    • Serve as the primary point of contact for portfolio‑level conversations with clients
    • Coordinate with the Director of Client Services on account planning for key repeat clients and action plans
  • Team Leadership & Coaching
    • Oversee, mentor, and coach subordinate project managers through managing projects, achieving KPIs, and with mindset
    • Set expectations and track results through monthly 1-on-1 meetings with each direct report
    • Evaluate effectiveness of communication between PMs and PCs / Technicians
  • People Management & Team Performance
    • Approve time off requests for direct reports and ensure team capacity to continue executing on portfolio
    • Own day-to-day people management for the team; escape policy exceptions to the Director of Client Services
    • Set clear expectations that are in line with the direction of Director CS and own accountability on team’s project margins, AR payment timeliness, positive client feedback, optimization of invoicing, and upholding all GEMS core values across the team
  • Scope Intake & Handoff
    • Receive scope, RFPs, and work requests from Sales Team
    • Clarify contract scope, fees, and terms as well as client signature before execution
    • Own change order conversations on projects; review with Director of Client Services before submission
    • Ensure POs cover requested work and ensure budget updated prior to work on any scope
  • Project Delivery
    • Decide on which scopes to self‑perform and which to hand off to subordinates to run.
    • Run own projects beginning to end
    • Step in to support PM‑led projects as needed
    • Own client‑facing commitments and deadlines on own projects
    • Monitor customer service and delivery on subordinate projects
    • Review major deliverables before release on high‑risk projects, whether own or PM‑led
    • Flag financial risk early, ie. slow pay, disputed invoices, scope‑fee mismatch

Qualifications

  • Management: 3–5+ years of experience directly supervising Project Managers or technical personnel, with a demonstrated ability to deliver meaningful performance coaching and workload management.
  • Financial Management: Proven accountability for project margins, budget‑to‑actual tracking, scope change negotiations, and aging accounts receivable (AR) management.
  • Regulatory & Technical Knowledge: Practical background in environmental compliance service lines (e.g., dewatering, water management, soil management, air quality, or environmental monitoring) and familiarity with provincial regulatory workflows.
  • Education & Credentials: PMP certification is asset‑oriented but not strictly required; equivalent demonstrated project management experience will be fully considered.
  • Experience supporting general contractors in fast‑paced construction sectors is a strong asset.
