  • Effectively communicate payroll information to employees and respond to payroll questions.

Position Summary

The position is responsible for performing a range of human resources and payroll administrative duties for the Human Resources Services (HR) team. The performance of the duties must ensure a quality service approach to all employees and professionalism in dealing with highly confidential information. Reporting to the Assistant Manager, the HR Analyst will support payroll operations for Bluewater District School Board.

Duties and Responsibilities
  • Analyze payroll changes and ensure proper processing of statutory, pension, benefit, and other required deductions in accordance with collective agreements, Revenue Canada, Employment Standards Act, Pension Acts, and employee benefit plans for all employee groups including executive payroll.
  • Validate classification of pay associated to collective agreement language related to our occasional, supply, and emergency worker lists.
  • Ensure accuracy of employee primary group information with the Human Resources Information System (HRIS) for proper benefit and deduction application.
  • Consolidate, prepare, and build reports for management on associated costs related to absences, unused sick days, union dues and levies for the purposes of Labour Relations.
  • Generate and participate in financial reporting to assist with analyzing data to support the management team at the Labour Relations Table.
  • Contribute and participate in internal planning meetings during collective bargaining and Labour Relations.
  • Prepare grid calculations for negotiations at the bargaining table.
  • Process and confirm bi-weekly payroll for all employee groups within established deadlines.
  • Reconcile and remit statutory and other source deductions according to remittance frequency schedules.
  • Maintain current knowledge of legislative and collective agreement changes and implication on payroll services.
  • Access, generate, and file employee Records of Employment (ROE).
  • Process and track payment for special payments such as Supplemental Employment Benefits (SEB) top‑up, retirement gratuities, and manual cheques.
  • Process employee absence records in accordance with processing deadlines and ensure pay reductions are applied as necessary in accordance with all collective agreements for all groups.
  • Manage and process confidential leaves, both paid and unpaid.
  • Calculate, Prepare, and report on employee settlements.
  • Distribute pay calculations to employee groups as required in response to individual or group grievances.
  • Participate and collaborate in regular Human Resource Services team meetings related to employee relations and Labour Relations.
  • Receive and distribute employee paperwork received by mail or internal courier.
  • Collaborate with the HR Officer, Payroll Operations on administration of salary overpayments.
  • Participate in retroactive increases to ensure proper adjustment of LTD, pension deductions, and reporting requirements.
  • Assist with T4 and annual reporting processes as required.
  • Effectively communicate with employees regarding all payroll questions for all employee groups.
  • Assist with annual internal audit and account reconciliation processes.
  • Maintain central employee files in accordance with retentions schedules and privacy of information (Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990).
  • Provide backup support to the HR Officer, Payroll Operations.
  • Other related duties as assigned.
Qualifications and Experience
  • Post-Secondary Certificate or Diploma in Human Resources, Accounting, or Business Administration, or equivalent combination of experience and education.
  • Payroll Compliance Practitioner (PCP) designation or equivalent work experience.
  • Minimum of 2 years of relevant office experience.
Assets
  • Strong knowledge and proven skill using Microsoft Excel, Microsoft Word, Office 365 and related applications, and relevant human resources database systems.
  • Effective interpersonal skills and relationship‑building skills.
  • Strong written and oral communication skills.
  • Self‑motivated and self‑directed with strong problem‑solving abilities.
  • Ability to effectively prioritize and execute tasks within set timelines.
  • Proven flexibility and ability to adapt to change.
  • Experience working in a team‑oriented, collaborative environment.
  • Experience interpreting and applying complex collective agreements, policies and procedures, and knowledge of school board environment.
  • Transportation to and from work.
