Payband: Band I;Starting Rate: $41.20; Four Year Rate: $47.57

Hours: 35 hours per week (1) one hour lunch; Mon – Fri (8:30 am – 4:30 pm)
Reporting To: Manager, Planning and Reporting
Campus Location: Oshawa (with occasional travel to Whitby campus)

Duties and Responsibilities:

The role of the incumbent is to perform financial planning, financialanalysis, cash flow projections, tagging of capital and prepare internal andexternal reports for Durham College. Specifically, the incumbent will assist in the preparation of budgets,aid in the submission of external and internal reports, maintain and developweekly cash flow projections, ensure all capital is tagged and correctlyentered into the system, journal and budget entries and prepare monthly,quarterly and year-end reconciliations for Finance and Payroll. The incumbent will adhere to Ministrydeadlines and guidelines in submitting all required reports. The incumbent will be a resource person forthe external auditors and budget holders throughout the year and will addressany issues as required.

  • Reconcile operating grants and special purpose funding with the Ministry confirmations to the approved budget
  • Reconcile and analyze accounts as required for monthly, quarterly and year-end financial statements and reporting requirements (including:deferred revenue, accrued liabilities and payroll accounts)
  • Assist in the month-end, quarter-end and year-end audit and work with the external auditors to ensure a smooth audit process
  • Prepare internal reports for monthly reviews with budget holders
  • Prepare monthly payroll reporting for distribution internally
  • Prepare all reporting for Research contracts
Budget Planning, Preparation and Review:
  • Participate in the development, preparation and maintenance of the annual operating budget
  • Liaise with budget holders throughout process, provide guidance/recommendations and clarification to managers and their staff as their individual budgets are prepared
  • Analyze budget input in terms of variances to prior year and to stated priorities for new fiscal period, and provide explanations for discrepancies as required
  • Assist with the maintenance of the FAST budget module to support integration, consolidation reporting and analysis of budget data
Budget Tracking and General Ledger Maintenance:
  • Enter budget adjustments and journal entries into the Financial system to ensure the proper recording of revenues and expenses
  • Review budget to actual details, address over-expenditures against budget through liaison with budget holders and recommend actions to assist with any issues
  • Analyze year-end results versus budget and prepare variance explanations
  • Validate capital accounts for all capital assets input into finance system before amortization process (i.e. move tags from temporary to permanent status)
  • Perform a monthly internal audit for all journal vouchers entered by Finance department to ensure they meet the proper requirements
  • Backup to General Ledger & Systems Support Office for Banner and FAST requests
  • Cashflow Projection
  • Maintain and develop an annual cash flow projection for Durham College
  • Projections will include all cash inflows and outflows based on approved budgets and prior year results
  • Download on a weekly basis all actual cash transactions and adjust the cash flow projection for future activity
Support to Budget Holders/Departments:
  • Provide support and respond to requests from budget holders for support issues and respond to requests from users with information retrieval and results tracking
  • Train budget holders on Banner/FAST reporting tools
  • Provide support to Research department for financial assistance and report preparation
  • Provide support to Payroll department for account reconciliations
  • Other duties as assigned
Capital Assets:
  • Review activity in Capital Asset accounts on a monthly basis to ensure activity is recorded in appropriate accounts.
  • Assess depreciation on Capital Assets and prepare schedule and journal entries to record.
  • Assess and record deferred capital contribution entries.
  • Lead liaison for external capital audits at year-end.
  • Other duties as assigned
Qualifications:
  • A minimum of a 4-year degree in Finance, Commerce or Accounting.
  • A minimum of five (5) years of work experience developing, maintaining and controlling multi-divisional budget and financial systems is required.
  • Experience and knowledge of the postsecondary sector with direct experience in budgeting and forecasting, and recording capital assets is considered an asset.
  • Excellent verbal and written communication.
  • Effective interpersonal skills to deal with competing demands from various sources, ability to adapt quickly to changing priorities, all while building and managing customer relationships.
  • Working experience and knowledge/competence in the use of integrated financial systems and data management software tools to perform comprehensive analytical review procedures.
  • Must have reliable transportation to travel to Whitby campus to meet with budget holders regarding budgets, reporting and forecasting.
