Job summary

LRO Staffing is assisting a not-for-profit in Ottawa’s east end to recruit a Finance Manager. The role leads financial management for a major federally funded national program and reports to the Director of Finance and Administration.

Ideal candidate has 5–8 years of progressive accounting experience, CPA preferred, and a strong track record in budgeting, reporting and audits. Hybrid work with Ottawa office presence is required.

Qualifications

• Bachelor’s degree in commerce, accounting, finance or related discipline.
• CPA designation preferred; candidates actively pursuing their CPA will also be considered.
• 5-8 years of progressively responsible accounting or financial management experience.
• Experience managing finances for government-funded programs or similar funding arrangements.
• Strong budgeting, forecasting, reconciliations and financial reporting.
• Experience managing high volumes of financial transactions and maintaining controls.
• Experience preparing documentation for audits, financial reviews or funder monitoring.
• Experience supervising or providing leadership to finance staff.
• Experience with cloud-based accounting systems; Sage is an asset.
• Not-for-profit sector experience is an asset.
• Attention to detail, sound financial judgment and strong analytical/problem-solving skills.
• Ability to communicate financial information clearly to non-finance staff and senior leadership.
• Comfort working in a dynamic environment where processes evolve.

Responsibilities

• Lead day-to-day financial administration of a large federally funded national program, including budgets, forecasts, cash flow and expenditure tracking against approved funding.
• Prepare regular financial reports, forecasts and variance analyses for senior leadership, flagging pressures and financial risks.
• Prepare and support financial claims and reporting under a federal contribution agreement, ensuring expenditures are correctly coded to eligible cost categories.
• Oversee processing, reconciliation and tracking of high-volume employer incentive payments and partner funding streams, with approvals and documentation.
• Oversee core accounting functions including accounts payable/receivable, reconciliations, disbursements, month-end entries and closing.
• Develop, document and maintain financial procedures and controls with segregation of duties and audit trails.
• Support financial audits, funder reviews and monitoring, preparing schedules and documentation.
• Supervise, coach and set priorities for Finance Coordinators, ensuring accuracy and timeliness.
• Collaborate with program leadership, coordinators and partners to resolve discrepancies with timely information.
• Progressively take on broader responsibilities such as budgeting, Board reporting, year-end audit prep, cash-flow management, payroll and benefits administration, and long-term planning.
