Qualifications

  • University degree in a related field (Facilities Management, Engineering, Architecture, Building Sciences, Business)
  • Four (4) years of experience in facilities management with leadership, budgets, and contract administration.

Responsibilities

  • Oversee staff, contractors, and operators to ensure facilities run efficiently and in line with energy guidelines.
  • Lead evaluations and investigations to assess facility conditions and component-level status.
  • Support public procurements and ensure contracts are administered fairly and in line with terms.
  • Manage operating costs, budgets, and ensure expenditures comply with guidelines.
  • Lead recruitment, performance coaching, and development plans for facility staff.

Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government's Capital Plan, which addresses the provincial infrastructure needs of Alberta's population that support key social programs and services and economic development.

The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta's population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Role Responsibilities

The Facilities Manager is responsible for the effective and efficient management of an assigned portfolio consisting of Public-Private-Partnership (P3) facilities and government owned and/or leased facilities, with the reliable and responsive operation of facilities essential for the delivery of programs and services by Alberta Government ministries. This position manages a team comprised of internal staff and various consultants and/or contractors providing a diverse range of facilities management services, including but not limited to P3 schools Maintenance and Renewal.

Reporting to the Director, the Facilities Manager performs work in accordance with relevant legislation, policies, guidelines, standards, and procedures, as well as applicable municipal and code requirements.

The primary responsibilities for the Facilities Manager, Alberta Schools Alternative Procurement include, but are not limited to:
  • Ensuring staff members, operators, and contractors operate facilities efficiently, including adherence to applicable energy management guidelines and programs.
  • Managing facility evaluations and consultant investigations to determine condition of facilities and individual components on ongoing basis.
  • Leading invitational and supporting public procurements for services as required and support other procurements throughout the Branch, Division, and Department.
  • Ensuring contracts are administered in fair and equitable manner and in accordance with applicable terms and conditions.
  • Managing tracking and forecasting of operating costs and ensures costs are appropriately charged or paid.
  • Developing plans and managing operations to ensure that adequate physical infrastructure, manned security, and security protocols are in place to protect facilities, contents, and staff members.
  • Managing budget and financial administration functions to ensure expenditures comply with Ministry financial and administrative guidelines.
  • Leading and managing staff members (e.g., recruitment, leadership and coaching, learning and development plans, workload and staffing levels plans to meet service demands, performance management).

Qualifications

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

Required
  • University graduation in a related field such as Facilities Management, Engineering, Architecture, Building Sciences, Business, or a related discipline.
  • PLUS Four (4) years of experience in facilities management, property management, and/or infrastructure operations with responsibility for team leadership, personnel management, operational budgets, and contract administration.
Equivalency

Related experience or education (e.g. related diploma) may be considered as an equivalency on a one-for-one basis.

Assets
  • Direct experience with Public-Private-Partnership agreements.
  • Facility Management Certificate
  • Related designations such as Facilities Management Administrator (FMA), Real Property Administrator (RPA), or Certified Property Manager (CPM).
  • Risk Management certification

This position is a Permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
