Qualifications

  • Finance industry post-secondary education and/or CPA designation required.

  • Extensive accounting experience, preferably in a public sector environment.
  • Expert knowledge of IFRS, PSAS, or ASNPO.
  • Ability to apply a project management framework to achieve timely results.
  • Strong governance, risk management practices, and internal controls.
  • Proven leadership in developing and guiding teams to deliver results.
  • Strong financial management including budgeting, forecasting and public reporting.
  • Excellent written and verbal communication with senior leaders and stakeholders.

The Office of the Provincial Comptroller (OPC) in Treasury Board Secretariat establishes and oversees corporate Comptrollership and the financial and management policies, practices, and processes for government. The Provincial Comptroller is the summary government's senior Executive Financial Officer, and their responsibilities and powers are specified in statutes 13(2), 13(3), and 13(4) of The Financial Administration Act. The Provincial Comptroller has also been designated under statutes 13.1(1) and 13.1(2) as the employee responsible for maintaining an internal audit system for the government reporting entity.


The Office of the Provincial Comptroller is responsible for summary government-wide financial management policy development and communication through the Financial Administration Manual, and for coordinating the annual Main Estimates Supplement and departmental Annual Report processes. The office is responsible for reviewing, assessing and implementing new or revised accounting policies emerging from governing accounting bodies such as the Chartered Professional Accountants of Canada. The office also promotes corporate Comptrollership Excellence. Evaluates accounting and financial management systems throughout government and maintains an internal audit system within government.


Duties

As a member of the department’s management team, the Executive Director of Public Accounts is responsible to lead and manage the Public Accounts Branch, provide accounting implications, advice and support to the Provincial Comptroller, Secretary to Treasury Board, Treasury Board, Executive and Senior Financial Officers, and executive level financial officers of organizations within the Government Reporting Entity.


The Executive Director is responsible for managing the preparation and issuance of the governments Public Accounts and the government’s interim and audited summary financial statements. The Branch is also responsible for assessing how government policy decisions may impact the summary financial results.

Qualifications

Essential


  • Finance industry-related post-secondary education and/or a recognized financial industry-related designation such as a Chartered Professional Accountant (CPA) designation. An equivalent combination of education, training and experience may be considered.

  • Senior level management experience in the field of financial statement preparation, consolidation accounting, comptrollership, or chief financial officer at a large public or private organization.

  • Extensive accounting experience, preferably in a public sector environment.

  • Expert knowledge and ability to interpret and apply accounting standards, using at least one of IFRS, PSAS, or ASNPO.

  • Ability to apply project management framework to achieve timely results.

  • Strong understanding of the public sector, effective governance models, comptrollership and risk management practices.

  • Strong understanding of implementation of an effective internal control framework in a large organization.

  • Excellent leadership skills with experience leading organizational changes and successfully leading and developing teams to achieve desired outcomes with a commitment to fostering a respectful workplace.

  • Financial management experience including: financial planning, budgeting, financial monitoring and public reporting.

  • Experience in strategic planning and determining and setting priorities based on organizational mandates and initiatives.

  • Ability to adapt to changing priorities, and operate successfully within a deadline-driven environment.

  • Ability to analyse information and risks and make decisions on critical issues.

  • Strong interpersonal skills as demonstrated by successful collaboration and partnerships with stakeholders.

  • Strong written communication skills including the ability to write accounting position papers and confidential material for senior leaders.

  • Strong verbal communication skills demonstrated by the ability to communicate clearly and concisely with senior leaders and officials, external stakeholders and members of the public.
