The Office of the Provincial Comptroller (OPC) in Treasury Board Secretariat establishes and oversees corporate Comptrollership and the financial and management policies, practices, and processes for government. The Provincial Comptroller is the summary government’s senior Executive Financial Officer, and their responsibilities and powers are specified in statutes 13(2), 13(3), and 13(4) of The Financial Administration Act. The Provincial Comptroller has also been designated under statutes 13.1(1) and 13.1(2) as the employee responsible for maintaining an internal audit system for the government reporting entity.
The Office of the Provincial Comptroller is responsible for summary government-wide financial management policy development and communication through the Financial Administration Manual, and for coordinating the annual Main Estimates Supplement and departmental Annual Report processes. The office is responsible for reviewing, assessing and implementing new or revised accounting policies emerging from governing accounting bodies such as the Chartered Professional Accountants of Canada. The office also promotes corporate Comptrollership Excellence. Evaluates accounting and financial management systems throughout government and maintains an internal audit system within government.
As a member of the department’s management team, the Executive Director of Public Accounts is responsible to lead and manage the Public Accounts Branch, provide accounting implications, advice and support to the Provincial Comptroller, Secretary to Treasury Board, Treasury Board, Executive and Senior Financial Officers, and executive level financial officers of organizations within the Government Reporting Entity.
The Executive Director is responsible for managing the preparation and issuance of the governments Public Accounts and the government’s interim and audited summary financial statements. The Branch is also responsible for assessing how government policy decisions may impact the summary financial results.
