Job summary

The Town of Whitchurch-Stouffville is seeking a dedicated financial support professional to lead financial activities related to municipal finance and accounting. This role involves coordinating audits, preparing financial statements, and supporting the annual budget process.

The ideal candidate possesses a Chartered Professional Accountant designation and at least five years of experience in municipal financial reporting. Scheduled Hours/Shifts: 35 hours per week. Salary: $89,330 – $108,684 annually. Flexible Working Arrangement: Hybrid. Vacancy Reason: Replacement.

Position Purpose

Reporting to the Manager, Accounting & Financial Reporting/Deputy Treasurer, this position takes the lead in providing financial support to the areas of finance, accounting, and financial reporting. Focus areas include implementation of the new Public Sector Accounting Board standards, coordination of the annual audit process and liaison with the town’s external auditors, preparation of financial statements and accompanying notes, and reporting to Council of the audited financial statements. The role offers secondary support to the annual budget process and supports strong financial governance by enhancing reporting and workflow processes. This position also provides functional guidance and training to staff and contributes to the development and updating of corporate financial policies and procedures. Acting as a primary Finance partner to an assigned portfolio of commissions/departments, the position provides analytical, accounting, and financial advisory support to assist leaders in making evidence‑based decisions that support effective service delivery and organizational objectives.

Qualifications and Requirements
  • Holds a Chartered Professional Accountant designation.
  • Thorough working knowledge of generally accepted accounting principles as applied through the Public Sector Accounting Board (PSAB) standards and guidelines.
  • Minimum five (5) years progressive experience in municipal financial reporting and accounting.
  • Knowledge of provincial and municipal statutes and regulations pertaining to finance, including the ability to interpret and explain complex legislation.
  • Strong analytical and quantitative skills, with experience developing financial models and using statistical tools.
  • Problem‑solving skills, discretion and good judgement when handling confidential/sensitive information and communicating with individuals regarding controversial matters; sensitivity and ability to maintain security of files.
  • Demonstrated experience in writing analytical reports/studies, including the ability to identify problems, analyze and interpret data, and make and defend recommendations.
  • Excellent communication, interpersonal, consultation and relationship‑building skills with ability to deal courteously and effectively with municipal staff, elected officials, residents and other agencies.
  • Ability to manage multiple priorities, handle workflow interruptions, and meet deadlines while maintaining a positive attitude.
  • Availability to attend evening meetings and/or work overtime as required, particularly during annual budget and year‑end cycles.
  • Experience with MS Dynamics/Great Plains accounting software and Citywide budgeting software is preferred.
  • Advanced skills in MS Office, with an emphasis on Excel.
