Job summary

Norland is seeking an experienced Estimator (Foundations & Shoring) for our Duncan, BC office. The role focuses on leading estimates for deep foundation, piling, and marine projects, guiding bid strategy, and coordinating with Pre-Construction to drive successful bids.

You will analyze drawings, schedules, and contracts, develop accurate cost estimates, and support project execution with change management and pricing strategies.

Qualifications

  • 5+ years estimating and project management experience in deep foundations, piling, marine, or heavy civil infrastructure.
  • Experience with pile driving, foundation drilling, CIP piles, cofferdams, slope stabilization, or marine work is highly desirable.
  • Strong understanding of estimating principles, project execution planning, and risk management.
  • Ability to interpret drawings, specifications, contracts and tender documents.
  • Proven ability to manage multiple pursuits in a fast-paced environment.
  • Excellent communication and relationship-building skills.
  • Proficiency with Microsoft Office Suite; experience with HeavyBid, B2W, MS Project or similar estimating software.
  • Valid BC Driver's License.

Responsibilities

  • Lead preparation of competitive estimates and proposals for deep foundations, piling, marine, and heavy civil projects.
  • Manage full tendering process from bid invitation to submission with Pre-Construction Manager collaboration.
  • Analyze drawings, specs, schedules, and contracts to develop accurate project cost estimates.
  • Identify risks and opportunities related to safety, environment, constructability, schedule, procurement, and commercial performance.
  • Develop pricing and bid strategies to win project awards.
  • Prepare clear proposals communicating value and technical solutions.
  • Collaborate with operations, project management, and field teams to validate assumptions and execution plans.
  • Participate in internal bid reviews and provide recommendations.
  • Support major pursuits including RFQs, RFPs, and joint venture opportunities.
  • Build and maintain relationships with clients, consultants, subcontractors, suppliers, and partners.
  • Partner with business development to identify opportunities and growth.
  • Provide estimating support during project execution, including change management and cost analysis.
  • Contribute to process improvements in estimating systems and practices.

Reporting to the Pre-Construction Manager, the Estimator (Foundations & Shoring) will work on a wide range of complex project estimates, provide proposals, and work on all aspects of construction from start to finish. You’ll play a key role in driving successful bids, guiding strategy, and supporting the delivery of complex deep foundations, land piling, marine, and heavy civil projects.

Duties & Responsibilities
  • Lead the preparation of competitive estimates and proposals across a diverse portfolio of deep foundations, piling, marine, and heavy civil projects.
  • Manage the full tendering process independently, from bid invitation through final submission, while collaborating closely with the Pre-Construction Manager.
  • Analyze drawings, specifications, schedules, and contract documents to develop accurate project cost estimates and execution strategies.
  • Identify project risks and opportunities related to safety, environmental requirements, constructability, schedule, procurement, operations, and commercial performance.
  • Develop innovative pricing and bid strategies that position the company for successful project awards.
  • Prepare clear, professional proposals that communicate value, technical solutions, and project understanding to clients.
  • Collaborate with operations, project management, and field teams to validate assumptions, production rates, methodologies, and project execution plans.
  • Participate in internal bid reviews and provide recommendations that support sound business decisions.
  • Support major project pursuits, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and joint venture opportunities.
  • Build and maintain strong relationships with clients, consultants, subcontractors, suppliers, and industry partners.
  • Partner with business development and leadership teams to identify new opportunities and support long-term client growth.
  • Provide estimating support throughout project execution, including change management, extra work pricing, and cost analysis.
  • Contribute to continuous improvement initiatives that enhance estimating processes, systems, and best practices.
Qualifications & Skills
  • 5+ years of estimating and project management experience within deep foundations, piling, marine, heavy civil, or infrastructure construction.

Compensation

The role is a permanent, full-time onsite position based out of our office in Duncan, BC with a typical starting salary range of $110,000 to $140,000 per annum. Variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, and prevailing market conditions for the specific role. Norland offers a comprehensive total rewards package that includes a competitive base salary, extended health and dental plans with premiums full paid by the company, as well as paid time off and RRSP matching.
