XS Soil Solutions Inc. is an exciting, fast-growing Environmental Engineering and Consulting firm, providing a wide array of project support services, including but not limited to : Phase I & II ESAs, Remediations, and Environmental Management with a unique specialization of the Excess Soil O.Reg. 406 / 19 regulation. Our Team of soil management experts and Qualified Persons supports clients in navigating the Excess Soil Regulations with confidence and ease across a variety of projects in Ontario from major infrastructure to private construction and receiving sites. PROJECT MANAGER

The Project Manager will be the leader and point person for the overall environmental management on a major infrastructure project in Durham Region (Eastern GTA), which will transform the way people travel. The position is a dynamic, long-term opportunity to be a formative part of Ontario transportation history. The Project Manager will be working in a hybrid-remote structure, with occasional presence required at the project site and company head office.

Aside from being the lead Project Manager for this major project, this full-time permanent role will also assume duties within the core business line of XS Soil Solutions Inc., supporting other aspects of O.Reg. 406 / 19 compliance needs. With a focus on Durham Region business opportunities, the Project Manager will also support XS Soil Solutions growth and expansion efforts in Eastern Ontario.

This role is designed for an experienced and established Project Manager, with expertise in major infrastructure / transportation, and excess soil regulatory documentation.

Responsibilities :

  • Lead the environmental team in oversight of Environmental Management obligations and requirements, to support our construction Client for a major infrastructure project in Durham Region.
  • Oversee all aspects of the Environmental Obligations and direct the internal team, as well as the project’s subject matter experts (SMEs) and subcontractors
  • Participate in stakeholder meetings with construction team, the Client, and internal team meetings with SMEs / XS Soil personnel
  • Maintain overall ownership of project execution by setting schedules and deadlines, managing budgets, identifying potential project inefficiencies, liaising with Client and providing regular progress updates
  • Create and / or review technical reports for the completion of the following regulatory documentation, including but not limited to :
  • Assessment of Past Uses (APU)
  • Soil Characterization Reports (SCR)
  • Excess Soil Destination Assessment Reports (ESDAR)
  • Excess Soil Management Plans
  • Fill Management Plans
  • Receiving and Source Site Reviews and Approvals
  • Having knowledge of and coordinating the SMEs on the Environmental Obligations, including but not limited to :
  • Hydrogeology
  • Wildlife
  • Designated Substance and Hazardous Materials
  • Ensure deliverables are submitted as required, and deadlines and cost targets are met
  • Efficient and effective technical writing and reporting skills will be a requirement, as well as assistance with template and SOP development
  • Serve as a liaison between Source Sites and Receiving Sites for excess soil movement and management
  • Interpret laboratory data from sampled locations and ensure regulatory compliance
  • Assist with providing cost estimates, budgetary reviews and strategic project pursuit
  • Will be required to attend site visits and the company head office, on occasion

Qualifications :

  • Professional Engineering or Geoscientist designation is considered an asset
  • Qualified Person Designation is not required, but considered an asset
  • 10+ year of experience conducting Phase I / II / III ESAs, construction-specific Project Management and / or excess soil management.
  • Experience on large scale infrastructure projects are considered a strong asset.
  • Successful completion of a Records of Site Condition process is an asset
  • Strong leadership skills and experience managing a team is required.
  • Strong communication (both verbal and written) to lead meetings and presentations
  • Experience in project management or major infrastructure construction
  • Excellent technical writing skills
  • Ability to think on your feet and quickly adapt to project adjustments with strong critical thinking capabilities
  • Deadline-focused and detail-oriented approach
  • Organizational and time-management strengths
  • Coaching and leadership qualities
