Job Summary

The Environmental Programs Manager (EPM) reports to the Director and is responsible for managing the Land, Water, Environment Program, which focuses on the protection, assertion and implementation of food, social and ceremonial fisheries management, wildlife management, ecosystem restoration, monitoring, and other TWN stewardship initiatives.

The ESC Is Responsible For Managing Projects Pertaining To
  • Comprehensive Fisheries Agreement and Food Fish Program
  • Food, social, ceremonial fisheries plans and management
  • Shellfish studies, stock assessment, harvest and monitoring
  • Project planning, and coordinating of site-specific ecosystem restoration initiatives for marine, estuarine, and river environments
  • Environmental monitoring and stewardship initiatives
  • Stewardship initiatives and funding opportunities
  • Habitat and species mapping
Duties & Responsibilities

  • Program Management & Co-ordination.
  • Asserting Tsleil-Waututh Aboriginal Rights, Title and interests with regards to natural resources, stewardship and governance rights.
  • Relationship-building with Crown governments, private sector, non-governmental organizations, academic institutions, proponents and other First Nations.
  • Assist the Accommodation and Consultation team with referral and consultation requests.
  • Supports the Director to ensure the vision laid out in foundational Tsleil-Waututh documents (ex. the Tsleil-Waututh Nation Declaration, Stewardship Policy, economic development strategy, Burrard Inlet Action Plan, etc.) and overall Tsleil-Waututh philosophy is met.
  • Management of program budget including planning, invoicing, budget reporting and all other necessary tasks.
  • Oversee the roles and responsibilities of the Environmental Specialist, Head Field Technician, and field staff.
Qualifications
  • Bachelor’s degree in related field (e.g., biology, ecology, environment studies, natural resources management, etc.) with a minimum of 4 years of work experience, or a Master’s degree in related field with 2 years work experience.
  • May consider alternate combinations of education and relevant work experience.
  • Academic and practical knowledge of natural resource sectors including forestry, fisheries, wildlife management, and water stewardship.
  • Direct field experience such as conducting marine scientific studies and/or restoration works that can be applied in an office setting.
  • Understanding of the current and historical culture of the Tsleil-Waututh Nation and Coast Salish peoples.
  • Understanding of Aboriginal rights and title, particularly in the context of B.C.
  • Proficient with computers, the Internet and Microsoft Office Programs (Word, Excel, Outlook, etc.).
  • Previous experience working in a First Nations community and/or organization is preferred.
  • Experience building and managing teams.
  • Must successfully pass a Criminal Record Check.
Supervisory Responsibilities

Supervise activities and manage schedule of:

  • TWN Resource Technicians
  • Environmental Specialist
  • TWN Youth (seasonal)
  • Other department staff, as directed.
