POSITION SUMMARY:
Under the general supervision of the Chief Chemist, performs duties related to implementing the Sewer Use By-law; inspects industries, takes samples, performs lab analysis, maintains flow meters, and monitors the flow of sewage, industrial discharges, landfill wastewater, groundwater, and leachate collection and treatment.
MAJOR TASKS:
- Installs and maintains flow meters in the sanitary and/or storm sewer system; conducts flow monitoring; performs confined space entry; calibrates and maintains flow monitors, samplers, and water quality field instruments.
- Inspects and liaises with industries and the public regarding discharges to municipal systems, ensuring compliance with standards established in the Sewer Use By-law and the City’s Extra Strength Discharge Program.
- Receives, documents, and investigates complaints of Sewer Use By-law violations; follows up to ensure compliance.
- Maintains a database for tracking and billing surcharge industries and waste haulers; prepares quarterly and annual reports.
- Operates and monitors the leachate collection and treatment system at the Thunder Bay Solid Waste and Recycling Facility, including sample collection, chemical addition, aerator maintenance, pump monitoring, and leachate transfer.
- Monitors groundwater quality at the landfill site through routine sampling; calibrates and maintains water quality instruments.
- Liaises with regulatory authorities and other City departments on water sampling and testing programs.
- Investigates environmental complaints, including spills and emergencies; advises cleanup methods; logs and documents incidents.
- Assists in laboratory work and provides vacation relief for the Laboratory Technician as needed.
- Inspects industrial and commercial discharges; collects samples per MOECC protocols; performs field analysis and coordinates additional testing.
- Maintains and services stationary samplers; logs actions taken.
- Prepares timesheets and maintains schedules for Laboratory & Technical Services.
- Coordinates with Process Engineer on plant process studies as required.
- Performs other duties as assigned.
QUALIFICATIONS:
Education/Experience:
- Diploma in environmental engineering, civil engineering technology, or related field, with two years of related experience.
Skills/Abilities:
- Effective written and oral communication skills.
- Tactful and courteous interaction with the public.
- Reliable with minimal supervision.
- Ability to interpret legislation, regulations, by-laws, codes, and standards.
- Intermediate proficiency in word processing, spreadsheets, and databases.
- Valid Class “G” Ontario Driver’s Licence or equivalent; competent driver as per the City’s standards.
- Compliance with the Ontario Occupational Health and Safety Act.
Assets:
- Experience in sampling and monitoring in industrial or commercial settings.
CONDITIONS OF EMPLOYMENT:
- Attain and maintain an OIT Wastewater Operator Licence within 2 months.
- Within 5 years, attain and maintain a Class I Wastewater Operator Licence.
- Maintain First Aid Certification.
- Remain a competent driver.
- Provide a successful driver’s record if requested.
- Pass a Criminal Record and Judicial Matters Check.
