Overview

This is administrative and technical work at the sub-professional level involving coordination of design, contract documentation, contract administration, and contractors on construction projects. An employee in this role prepares reports, project specifications, schedules, cost estimates, conducts field inspections, recommends subdivision design criteria, investigates traffic issues, prepares drawings and maps, and responds to related inquiries. The work requires considerable independence within the parameters set by a supervisor. Policy matters, complex problems, project status, and significant budget considerations are discussed with a supervisor, who reviews work based on effectiveness and goal attainment.

Qualifications
  • Graduation from an Institute of Technology with a Civil Engineering Technologist Diploma and significant related experience, or an equivalent combination of training and experience.
  • Valid B.C. Driver's License.
Requirements
  • Considerable knowledge of technical engineering and construction principles, practices, and procedures.
  • Knowledge of construction materials, costs, and methods.
  • Working knowledge of zoning, bylaws, standards, and municipal legislation.
  • Provides technical support as needed.
  • Coordinates design, contract documentation, and contract administration for various projects; participates in review and selection of consultants and contractors.
  • Attends project meetings; assists in preparing terms of reference, reports, schedules, contracts, and cost estimates; evaluates construction materials and components.
  • Coordinates with engineering and construction firms to ensure project goals; reviews plans and drawings at various stages for conformance; monitors work progress.
  • Prepares and maintains records, reports, correspondence, and specifications; performs design and layout for minor projects; develops subdivision and rezoning criteria and servicing agreements.
  • Reviews invoices and change orders; verifies accuracy and investigates discrepancies.
  • Conducts field inspections; ensures work complies with contracts and regulations; arbitrates minor disputes; reviews and approves changes; monitors progress; reviews final inspections for security bond release.
  • Analyzes, assesses, and interprets plans, drawings, specifications, and contracts.
  • Establishes and maintains cooperative relationships with internal and external contacts.
  • Investigates traffic issues; analyzes data; recommends solutions such as line painting alterations.
  • Reviews utility and sewer connection applications as needed.
  • Performs other duties as assigned.
