Engineering Project Manager (Engineering Operations) (Finance)
The County of Riverside Department of Waste Resources has an opportunity for an Engineering Project Manager (EPM) in the Engineering Operations Division.
The EPM will serve as a project liaison with overall engineering and administrative responsibility for the design, bidding, environmental and regulatory compliance, development, and administration of contracts and budgets. Projects involve significant resources, complex technical requirements, environmental and regulatory issues, and funding from Federal and/or State sources. These projects include landfill liner expansions, landfill closures, hazardous waste collection facilities, waste recycling facilities, and other major infrastructure. The EPM will also manage and supervise employees, including engineers, technicians, equipment operators, and oversee procurement and management of consultants or contractors.
The department prefers candidates experienced in design, budgeting, environmental permitting, and remediation projects within landfills. Experience in regulatory compliance and long-term development planning for monitoring and remediation systems is highly desirable.
This role is eligible for the Performance Recognition Plan under Article 3, Section 311 of the County Management Resolution, requiring leadership, management of employees or programs, and significant influence on organizational objectives.
The Department of Waste Resources aims to efficiently and effectively manage landfilling of non-hazardous waste, protect the environment, and promote recycling to ensure a safe community for current and future generations.
Responsibilities include:
Education: Bachelor's degree from an accredited college in Civil Engineering, Environmental Engineering, Geology, Planning, Transportation Planning, Public Administration, Urban Geography, Architecture, or a related field.
Experience: Four years of professional engineering experience, including two years in a lead, administrative, or supervisory role with project management responsibilities.
License: Valid Civil Engineer registration issued by the California Department of Consumer Affairs.
Knowledge of: Engineering principles related to traffic, transportation, highway design, solid and hazardous waste, flood control, hydraulics, hydrology, geotechnical aspects, environmental and regulatory requirements, and economic analysis; standards for Public Works Projects; project management, engineering administration, personnel management, funding, and budgeting.
Ability to: Plan, organize, and lead an engineering/technical team; prioritize and supervise staff; manage budgets; perform complex engineering calculations; prepare detailed plans and reports; conduct technical research; evaluate proposals; establish cooperative relationships.
