Job summary

The Manitoba Government is seeking an Engagement/Communications Specialist (MS2) in Winnipeg to lead strategic communications and engagement for the Policy and Strategic Priorities Division. You will shape executive messaging, develop reports and presentations, and coordinate with the Communications and Engagement Division to ensure consistency with government direction.

Ideal candidates have a post-secondary credential in communications or marketing and proven experience in multi‑media

Qualifications

  • Essential: degree or diploma in Communications or Marketing or equivalent experience.
  • Experience leading strategic communications and targeted campaigns across multiple media.
  • Experience developing corporate publications and executive communications.
  • Strong written communication skills to present complex material clearly.
  • Strong verbal communication and ability to build relationships with diverse stakeholders.
  • Experience handling publicly sensitive issues with political acumen.
  • Experience managing social media strategies and digital content.

Responsibilities

Duties:

  • The Engagement/Communications Specialist position is required to provide dedicated capacity for coordinated, timely, and strategic communications and engagement support across the Policy and Strategic Priorities Division. The role will support departmental priorities by strengthening executive messaging, reporting, presentation development, and coordination with the Communications and Engagement Division, while ensuring internal and public-facing materials are consistent with government direction and corporate standards.

Qualifications:

Essential:

  • Post secondary degree or diploma in Communications or Marketing or an acceptable combination of education, training and experience.
  • Extensive experience leading strategic communications and marketing planning, including the development and implementation of targeted campaigns, public education initiatives, and multimedia communications across a range of media platforms.
  • Experience developing corporate publications and materials such as executive communications, articles, materials, speeches, presentations and other communication activities and materials.
  • Strong written communication skills, including demonstrated ability to present complex material in an easy-to-understand format.
  • Strong verbal communication skills, including demonstrated ability to present complex material in an easy-to-understand format.
  • Strong interpersonal skills including the ability to build and maintain positive working relationships with a wide variety of internal and external people, groups, and organizations building effective working relationships, consulting, and negotiating with critical stakeholders.
  • Experience dealing with publicly sensitive issues using appropriate political acumen.
  • Experience managing social media strategies and digital content, including websites, newsletters, reports, and other marketing materials.

Desired:

  • Knowledge of emerging technologies and/or technology commercialization.
  • Experience in graphic design and development of communication and marketing material with tools such as Adobe Acrobat and Photoshop.
  • Experience in the areas of communications (journalism, creative communications, public relations, creative arts, etc.)
  • Experience using AI tools in a business environment and developing guidance or reports.
  • Excellent written and verbal communication skills in French.
