Job summary

The State of Delaware is seeking an Employment and Training Administrator to lead the MIS Unit, oversee performance reporting, and manage the division's case management and HR functions.

The role represents the division at Workforce Development Board meetings and with the federal Employment and Training Administration, and may coordinate data processing activities to improve efficiency and compliance.

Summary Statement

This Employment and Training Administrator role will manage and oversee the Management Information Systems (MIS) Unit for the division. The incumbent manages performance reporting, administration of the division’s case management system, and division human resources functions. This position represents the division and presents information at Workforce Development Board meetings, Leadership and partner meetings, division trainings, and to the federal Employment and Training Administration.

Essential Functions

  • Establishes objectives and priorities for employment and training programs in accordance with state and federal laws, operational needs and organizational goals and objectives; develops monitoring mechanisms.
  • Plans, directs, controls and evaluates the work of staff and provides administrative guidance.
  • Reviews existing and proposed division programs and participates in the revision of same to ensure compliance with federal and/or state regulations.
  • Analyzes new or revised federal employment and training legislation to determine impact on existing state laws and current programs, procedures and policies; assists Division Director in drafting state legislative proposals and develop new or modifies existing policies and procedures to implement changes resulting from legislative requirements.
  • Assists Division Director in planning, developing, coordinating and implementing division policies and procedures by providing input on the feasibility of implementation and impact on current program operations; recommends alternative methods or modifications to improve the efficiency of operations and effectiveness of programs.
  • Participates in the preparation of division's program and budget plan by reviewing and analyzing funding allocations for personnel, equipment and contractual services to ensure compliance with federal guidelines and state regulations; monitors expenditures through review of internal reports to ensure efficient and appropriate use of funds.
  • Interprets federal and state employment and training laws for staff and other agency personnel.
  • Prepares statistical and narrative reports of section activities.
  • Makes presentations before employers, groups, unions and state legislature regarding employment and training programs.
  • May coordinate divisions' data processing activities with department's data processing unit: reviews and evaluates data processing requests received from various sections to determine feasibility of implementation based on federal and/or state requirements, cost effectiveness, and improvement to division's operations and delivery of services.
Job Requirements

JOB REQUIREMENTS for Employment and Training Administrator

  • Six months experience inhealth or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  • Three years experience in developing policiesand procedures.
  • Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
