Do you have a passion for driving social and cultural change while working with a range of stakeholders to improve neighbourhood vitality? Are you looking to bring your front-line experience to this outdoor community-based role? If so, the City's Encampment Office is seeking an enthusiastic individual to support the City's encampment response unit.

The Community Development Officer role is key in coordinating resources and supports for encampments and surrounding communities, while developing and implementing improvements in collaboration with other City divisions and units. Responsibilities include conducting assessments of encampments, creating action plans with property management and residents, and fostering connections with City divisions, utilities, and community organizations.

Major Responsibilities:

  • Implement detailed plans and recommend policies/procedures for the program.
  • Supervise, motivate, and train staff and students, ensuring effective teamwork and high-quality work standards.
  • Develop and manage program budgets within approved limits.
  • Provide community development services to elected officials, volunteers, community groups, and coalitions.
  • Offer management and organizational consulting to City management and community-based sector organizations.
  • Support initiatives related to tower renewal and contribute to strategic plans and social development strategies.
  • Design and deliver training programs to enhance community sector leadership and skills.
  • Create and manage a portfolio of programs and projects, from conception to implementation.
  • Coordinate operational activities across City divisions and promote integrated service delivery involving multiple stakeholders.

Key Qualifications:

  • Post-secondary education in social work, sociology, planning, environmental studies, public policy, or equivalent experience.
  • Extensive experience in community development, advocacy, stakeholder management, or related fields, especially within an anti-oppression framework.
  • Experience in problem-solving, project coordination, and community engagement, including building partnerships and networks.
  • Experience addressing community issues such as mental health, homelessness, substance use, and violence.
  • Valid Province of Ontario Class "G" Driver's License and eligibility for City operating permits.
  • Strong judgment, conflict resolution, interpersonal, and strategic problem-solving skills, with knowledge of relevant legislation.
  • Excellent written and oral communication skills, proficiency with Microsoft Office, and ability to manage multiple priorities in a fast-paced environment.
