ASSISTANT DIRECTOR OF IT


Assistant Director IT

General Statement of Job
Under general direction, the Assistant IT Director provides leadership and support in managing the City's Information Technology Department. This role ensures the integrity, security, and efficiency of city IT systems while maintaining compliance with state, federal, and industry regulations. A primary responsibility of this position is the management of Public Safety Solutions, ensuring law enforcement, emergency response, and city security systems function securely and efficiently. The role also focuses on cybersecurity, IT governance, infrastructure management, and strategic technology planning to enhance city operations and digital services. Reports to the IT Director and serves as the acting IT Director in their absence. Serves at the pleasure of City Manager or Director.
Specific Duties and Responsibilities
Essential Functions:
Provides daily supervision and oversight of IT staff, including hiring, training, performance management, and resource allocation. Develops and enforces IT policies, procedures, and compliance standards in alignment with government regulations and industry best practices.
Manages Public Safety Solutions, ensuring technology systems supporting law enforcement, emergency management, fire/rescue operations, and city security are operational, compliant, and safeguarded against cyber threats. Works closely with public safety agencies to implement and maintain secure communication systems, crime analysis tools, and digital records management platforms.
Oversees IT security strategies, risk mitigation, and incident response planning, ensuring city systems comply with NIST, ISO 27001, HIPAA, CJIS, and Florida state regulations. Leads initiatives to strengthen cybersecurity protections for critical public safety networks.
Develops, implements, and maintains IT governance policies, cybersecurity protocols, and regulatory compliance frameworks to safeguard citywide data integrity and system security. Establishes procedures for incident management, network defense, and disaster recovery to protect against cyber threats.
Coordinates IT training programs to enhance cybersecurity awareness, data governance, and compliance adherence among city employees. Provides specialized IT training for public safety personnel, ensuring proper usage of secure law enforcement systems and emergency response technologies.
Manages IT procurement processes, contract negotiations, and vendor relationships, ensuring cost-effective and secure solutions for the City's technology infrastructure. Represents the IT Department in strategic planning meetings, executive discussions, and interagency collaborations to support city-wide digital initiatives.
Oversee network administration, system upgrades, and IT troubleshooting, ensuring timely responses to technical issues affecting city and public safety operations. Evaluates and integrates modern IT solutions, focusing on secure data management, cloud services, and process automation.
Monitors industry trends, legislative updates, and technological advancements to recommend strategies that maintain compliance, security, and operational efficiency. Advises city officials on cybersecurity risks, data governance concerns, and infrastructure upgrades.
Minimum Education and Training
Bachelor's degree in Computer Science, Information Systems, Cybersecurity, or a related field, supplemented by five (5) years of progressively responsible experience in IT management. Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job. Must possess and maintain a valid Florida driver's license.

Minimum Qualifications and Standards Required

Skill Requirements
Has extensive knowledge of IT governance frameworks, cybersecurity policies, and regulatory compliance standards, including NIST, ISO 27001, HIPAA, and CJIS. Has direct experience managing IT systems for law enforcement, emergency response, and city security.
Demonstrates expertise in network security, enterprise software management, cloud solutions, and IT infrastructure. Has strong skills in risk assessment, incident response planning, and IT project management. Is proficient in developing and enforcing IT policies that align with government and industry regulations.
Has leadership experience in supervising IT staff and managing public safety technology initiatives. Possesses excellent communication skills, with the ability to train employees, engage with vendors, and present IT strategies to executive leadership.
Is capable of leading cybersecurity audits, compliance reviews, and technological innovation efforts. Is able to evaluate emerging technology trends, implement secure IT solutions, and manage digital transformation initiatives that align with city needs.
Physical Requirements:
Must be physically able to operate a variety of machinery and equipment including computers, printers, scanners, plotters, digitizer, and various office equipment. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time, stooping, crouching, pushing, or pulling. Must be able to lift and/or carry weights up to 50 pounds.

Responsibilities:
Maintains high standards of accuracy, security, and efficiency in IT operations. Ensures all technology solutions comply with legal and regulatory frameworks. Exercises remedial action to address any deficiencies in IT policies, cybersecurity measures, or system administration.
Performs described essential functions effectively, ensuring continuity of city IT operations and digital security. Assumes responsibility for completing work within established deadlines. Conducts audits, assessments, and evaluations to optimize IT governance, cybersecurity, and public safety technology standards.
Working Conditions:
Works primarily in an office environment, with occasional field visits to assess network security, IT infrastructure, and compliance measures.
