Reporting to the Fire Chief, the Emergency Program Manager plays a central leadership role in the development, coordination, and oversight of the City’s Emergency Management Program. This is a high-profile and high-responsibility position, requiring extensive collaboration with internal departments, external agencies, and all levels of government.
Key Responsibilities
- Lead the planning, implementation, and maintenance of the City’s Emergency Management and Business Continuity programs.
- Ensure that all emergency planning aligns with applicable provincial and federal legislation, including the Emergency and Disaster Management Act (EDMA), and reflects all four phases of emergency management.
- Coordinate the City’s Emergency Operations Centre (EOC) and serve as a liaison with other agencies during emergency events.
- Develop and maintain internal training programs, organize seasonal readiness workshops, and manage employee and volunteer emergency preparedness training.
- Oversee public awareness initiatives through digital and in-person channels to educate and prepare the community.
- Support and maintain relationships with emergency program volunteers and external stakeholders, including Delta ESS , Delta Amateur Radio Society, Canadian Lifeboat Institution, Metro Vancouver, and neighbouring First Nations.
- Maintain and update the City’s internal and external Emergency Management Office sites.
- Administer the City’s FireSmart program and other local hazard mitigation initiatives.
- Prepare emergency management reports, plans, grant applications, and presentations.
- Manage contracts and budgets related to emergency programs and services.
Leadership and Organizational Integration
- Act as the City’s subject matter expert on emergency preparedness and disaster response.
- Integrate emergency management efforts across City departments, ensuring collaboration with senior leaders and elected officials.
- Represent the City at regional, provincial, and federal emergency planning forums and events.
Qualifications And Experience
- A post-secondary certificate, diploma, or degree in Emergency Management, Public Safety, Public Administration, or a related field.
- A strong understanding of British Columbia’s Emergency Management System and local government emergency functions.
- A minimum of five years of progressive emergency management experience, preferably within a public sector or municipal setting.
- Supervisory or management experience, ideally within a unionized environment.
- Demonstrated experience in coordinating EOC activations, community emergency training, and business continuity efforts.
- Class 5 BC driver's license
- Preference will be given to candidates who live in the City of Delta or the surrounding area.
Skills And Abilities
- Outstanding interpersonal and communication skills, both verbal and written.
- Strong organizational, project management, and leadership skills.
- Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Experience developing and delivering training sessions and public presentations.
- Familiarity with volunteer program management and public education initiatives.
- Knowledge of FireSmart programs, emergency preparedness, and recovery planning.
Additional Information
While the position operates primarily during business hours, availability for evenings, weekends, and on-call responsibilities is expected during emergencies or activations.
The City of Delta provides a competitive salary of $136,719 - $163,041 (commensurate with experience); and an excellent benefits package including Municipal Pension Plan as well as an earned-days-off system, and a corporate vehicle.
