Reporting to the MLCN Chief and Council, the Chief Executive Officer (CEO) is responsible for the overall leadership and management of the Muskeg Lake Cree Nation’s Administration and Operations. Serving as the primary conduit between governance and administration, the CEO ensures that the Nation’s strategic vision, mission, and objectives are achieved.
The CEO provides strong governance support by ensuring that policies, processes, and decisions made by Chief and Council are effectively implemented and aligned with the Nation’s long-term strategic priorities. With a focus on sustainable growth and effective governance, the CEO provides oversight of the Chief Operating Officer (COO) and Chief Financial Officer (CFO) and fosters collaboration with key committees, including the Treaty Land Entitlement Trust, 1919 Soldiers Settlement Trust Advisory Group, Lands Advisory Authority, and others as assigned.
ROLES & RESPONSIBILITIES
- Guide and implement a strategic direction that promotes sustainable growth and aligns with the Nation’s values and priorities;
- Collaborate with Chief and Council to develop Key Performance Indicators (KPI’s) and evaluate the progress of long-term strategies, goals, and policies;
- Serve as a trusted advisor to Chief and Council, providing informed recommendations for decision-making and ensure seamless communication and execution of directives;
- Lead the development and implementation of policies, procedures, and risk management frameworks;
- Regularly evaluate organizational structure and recommend revisions to enhance efficiency and effectiveness;
- Support the Inherent and Treaty Self-Government team in their ongoing progress towards achieving self-government for Muskeg Lake Cree Nation;
- Actively participate in the Kotowan Advisory Committee, providing leadership and insight to advance key priorities;
- Collaborate with the CFO to oversee financial planning, budgeting, and reporting;
- Support the adherence to the Financial Administration Law Standards and effective risk management practices;
- Support funding proposals, submissions, and audits to secure resources and ensure fiscal responsibility;
- Provide support and direction to the COO on day-to-day operations, ensuring the vision of Chief and Council is reflected in the operations and services of the Nation;
- Collaborate with department leaders to identify and address operational challenges, implementing innovative solutions to optimize service delivery and resource utilization;
- Foster an integrated approach to operations by encouraging collaboration between departments and Nation entities to ensure unified progress toward strategic goals;
- Actively participate in and provide leadership for key MLCN committees, including the Treaty Land Entitlement Trust, 1919 Soldiers Settlement Trust Advisory Group, and Lands Advisory Authority, Finance and Audit Committee and others as assigned.
EDUCATION & EXPERIENCE
- Bachelor’s degree in business administration, finance, public administration, or a related field (Master’s degree preferred);
- Minimum of 10 years of senior executive experience within a First Nation, public sector, or government agency;
- Strong understanding of First Nations culture, traditions, history, and governance frameworks;
- Demonstrated experience in strategic planning, financial management, and policy development;
- Exceptional interpersonal, communication, and relationship-building skills;
- Proven ability to lead and mentor teams, fostering a collaborative and results-oriented environment;
- Knowledge of government funding programs, reporting requirements, and financial administration.
ADDITIONAL EXPECTATIONS
- Your breadth of knowledge ideally includes Cree culture and tradition, federal and provincial regulations, and programs as they relate to First Nations operations;
- Experience in organizational development;
- Knowledge of a variety of computer applications;
- Excellent verbal and written communication skills combined with the ability to build and maintain strong relationships with a wide range of stakeholders;
- Sound knowledge of government program requirements;
- Strong knowledge of funding agencies and associated requirements;
- Excellent organizational, strategic, planning and implementation skills;
- Understanding of financial reports including budgetary guidelines and project expenditures;
- Demonstrated experience in executive level interaction;
- Economic management skills;
- Strong decision making and critical thinking skills;
- Ability to work flexible hours.
WORKING CONDITIONS
- Full-Time position with flexibility in work hours to meet business needs;
- Office environment with occasional travel.
