Responsibilities

Position Summary: The Chief Operations Supervisor, through direct involvement with the Operations Manager, controls the daily delivery of the transit service and has the overall responsibility for overseeing and managing the daily scheduling of vehicle operators to ensure company and contractual on-time performance and productivity goals are met or exceeded while minimizing customer complaints. The Chief Operations Supervisor will assess data, operational systems, and monitor emerging issues and trends to identify process improvements and develop innovative solutions that maximize efficiency and cost effectiveness.

Key Responsibilities & Accountabilities: The following is not intended to be a comprehensive list of the essential functions of the Chief Operations Supervisor position, but rather a general description of some of the requirements necessary to carry out the duties and responsibilities of this position. The Chief Operations Supervisor must be able to perform the following tasks, among others:

  • Ensures scheduling protocols are in compliance with both client and company policies and procedures
  • Prepares, verifies, and authorizes employee schedules and work records for payroll purposes
  • Ensures scheduled, and actual on-time performance consistently meets contractual requirements
  • Maximizes productivity while minimizing on-board time to meet contractual requirements
  • Ensures work is fairly assigned according to local policies, meeting operator expectations (full-time versus part-time) and in compliance with collective agreements
  • Maximizes wage to revenue percentage and minimize overtime and non-revenue hours
  • Reviews vehicle operator schedules to ensure overtime and non-revenue hours and scheduling related customer complaints are minimized, continually working toward zero customer complaints related to schedules
  • Liaises with management departments regarding booking and scheduling issues
  • Identifies, selects, trains, coaches and manages the performance of department staff
  • Communicates clearly each staff member’s roles and responsibilities and provides support to help staff accomplish assigned objectives
  • Manages department attendance and absenteeism
  • Determines whether to discipline and applies discipline, including suspensions and terminations, according to company policy and in compliance with collective agreements
  • Participates in and advises management regarding labour relations strategies and relationships
  • Represents Company in grievance procedure
  • Respects and maintains the confidentiality of all employee records, business records, client and customer information, data and other information not otherwise available to the public
  • Retrieves statistics and conducts analysis utilizing APC, CADAVL, Trips Sparks, and other applications as needed
  • Communicates to the client, client support, and MV support any malfunctions and other operational difficulties
  • Provides support to system users on operating systems, and other applications
  • Meets and communicates with managers to discuss system requirements, specifications, costs and timelines
  • Acts as field technician assisting, troubleshooting and repairing equipment at various locations as needed
  • Supervises and provides support to Operations Supervisors including analysis of the daily service summaries
  • Assists the Operations Manager with daily, weekly, monthly and quarterly reports as required
  • Prepares, verifies and reviews staff schedules and work records for payroll purposes
  • Provides field support to customer service-related needs
  • Provides back-up support to the Operations Team & Scheduling Supervisor
  • All other duties as assigned

Working Conditions: The Chief Operations Supervisor works in both an office environment and field environment and may be called upon after hours from time to time by office employees or managers, in an emergency, or other reasons as required. The job requires the following physical activities: sitting, standing, walking, pushing, pulling, loading and unloading, typing, filing, answering phones.

Qualifications

Qualifications:

  • Minimum of five (5) years’ experience in transportation with 3 (Three) years supervisory or management experience
  • A valid B or C Ontario Driver’s License with Z (Airbrakes) endorsement preferred
  • Minimum of 3 Years of driving experience and an acceptable driving record
  • Experience supervising/managing in a unionized environment
  • Experience in transportation scheduling
  • Be able to pass and maintain a clear Criminal Background Check

  • Demonstrated ability to manage with a “Safety First” attitude
  • Strong leadership skills with the ability to set clear expectations, coach, develop and motivate staff
  • Excellent written and verbal communication and presentation skills with an ability to influence people at all levels of the organization
  • Demonstrated organizational and analytical skills with a strong attention to detail
  • Highly organized with the ability to handle multiple projects simultaneously while exceeding established goals and objectives
  • Knowledge of transportation programs and local operations including service area and system parameters
  • Knowledge of client and service performance requirements
  • Knowledge of transit related technological equipment
  • Knowledge of multi-line phone systems and radio communication and related software
  • Ability to hold the respect and confidence of all employees
  • Ability to effectively delegate tasks and provide appropriate supervision and follow up to department staff
  • Ability to work independently and objectively
  • Ability to handle multiple tasks accurately and effectively
  • Ability to provide excellent customer service and present a professional demeanor and appearance
  • Strong computer skills including the ability to gather and analyze statistics

    • Working knowledge of Trapeze or similar transit scheduling software
