The District Manager, Bylaw Enforcement is responsible for ensuring the effective, efficient, and economical service delivery of Municipal Licensing and Standards, District Operation teams. The Manager promotes the mission, vision, and values of the Municipal Licensing and Standards Division and the Toronto Public Service.
Major Responsibilities:
- Leads the development and implementation of strategic and operational directions for the District based Bylaw Enforcement teams, establishing objectives and policies aligned with the Division’s priorities.
- Manages day-to-day operations, including administration, inspections, and investigations, supported by supervisory and administrative staff.
- Supervises, coaches, and motivates staff to ensure high performance and organizational standards, fostering accountability and continuous improvement.
- Promotes a collaborative and innovative team culture, encouraging flexibility and adaptability to meet diverse challenges.
- Supports staff with subject matter expertise, especially on complex or sensitive issues.
- Addresses complaints and community issues, attending meetings as needed to resolve emerging concerns.
- Builds relationships within the community and with other agencies to promote compliance and education.
- Ensures a customer service-focused approach to by-law enforcement.
- Oversees human resource functions, including supervision, labour relations, and compliance with employment laws and policies.
- Manages the team’s budget, resources, and expenditures responsibly.
- Develops and implements enforcement strategies aligned with divisional and council priorities, including risk-based approaches and quality audits.
- Advises and interacts with citizens, officials, and stakeholders regarding municipal law enforcement and legislation interpretation.
- Prepares reports for various judicial and administrative bodies.
- Collaborates with other teams and external partners, and manages media inquiries.
Key Qualifications:
- Post-secondary education in law, law enforcement, public or business administration, or equivalent experience.
- Extensive experience in compliance and enforcement strategies, partnership building, and performance measurement.
- Proven leadership in managing teams, fostering innovation, and staff development.
- Experience leading change and responding to service demands and issues.
- Leadership experience in complex, politically sensitive environments, including labour relations.
- Valid Ontario Class G Driver’s License and ability to obtain city permits.
- Strong interpersonal, communication, negotiation, and problem-solving skills.
- Commitment to customer service excellence.
- Knowledge of court processes and legal procedures.
- Proficiency in Microsoft Office and case management systems.
- Financial acumen regarding budgeting and controls.
- Effective communication with judiciary, staff, public, and agencies.
- Discretion in handling sensitive information.
- Ability to interpret laws and policies, and work flexible shifts if required.
