Provide emergency support for Ontarians in their most vulnerable moments.

As Director, Regional Field Services, you will provide strategic leadership to a geographically dispersed team of managers and field staff that support municipalities and indigenous communities develop their emergency management programs and services. Your field services team will also be key participants in supporting the Provincial Emergency Operations Center (PEOC) emergency response activities. Your transformational leadership will empower you to direct field services based on the following four functions: prevention/mitigation, preparedness, response, and recovery.

The Ministry of Emergency Preparedness and Response, as outlined in the Emergency Management and Civil Protection Act and associated Order in Council assignments, is responsible for assisting, monitoring and coordinating the development of emergency management programs of municipalities and provincial ministries, nuclear and radiological emergency response planning, and coordinating the provincial response to emergencies. These responsibilities are in part supported through regional field services.

You will ensure the ministry and the province are ready to respond to an emergency with a focus on protecting lives, infrastructure, property, and the environment and helping to ensure the continuity of government operations and critical assets.

Being a senior leader within the ministry, you will create and foster relations with internal partners, functional partners across the Ontario Public Service (OPS), external stakeholders, indigenous partners and functional authorities. As a member of the Ministry's leadership team, you will lead and be accountable for fostering an anti-racist and inclusive workplace, where all staff feel safe, supported, and can fully contribute and progress in their careers.

About the job

Reporting to the Assistant Deputy Minister, as Director, Regional Field Services you will:

  • Provide direction to field service staff across the province in support of the core EMO programs and to municipalities and indigenous partners as required.
  • Work collaboratively with functional authorities and ensure program results are achieved.
  • Shaping the evolving nature of field services in partnership with Ontario Corps.
  • Assume accountability for the delivery of effective emergency management.
  • Direct the implementation of key initiatives that support emergency management preparedness.
  • Support the development of municipal mitigation, response and recovery policy and programs.
  • Oversee the provision of accurate and consistent advice, direction, assistance, and recommendations to municipal and regional EM staff for all aspects of emergency management activities.
  • Provide support for municipal and indigenous development and delivery of innovative and specialized education, exercise, and training programs toward emergency management preparedness.
  • Establish an effective network and communication channels and maintain close working relationships with internal and external partners.
  • May be required, on a rotational basis, to exercise independence and decision-making in the PEOC (Provincial Emergency Operations Centre) to command a provincial emergency response during emergencies and providing immediate and decisive advice and assistance to ministry senior management, client groups/stakeholders in a 24//7 operation to ensure effective and efficient delivery of provincial emergency management response programs.

  • facilitating respectful and productive relationships with first nations, municipal and Ontario Corps partners.
  • building and managing relationships with external partners and stakeholders based on transparency, accountability, and trust.
  • managing complex, politically sensitive issues within the context of multiple interests, with high public profile and scrutiny.

Job Specific Knowledge

You are a seasoned emergency management leader with proven:

  • experience leading the development of resources, tools, and best practices for emergency mitigation, response and recovery policy and program recommendations that extend across a diverse spectrum of issues, situations, geographic areas, natural and man-made events.
  • knowledge of emergency management legislation, regulation, orders in council and other authorities, emergency management framework and emergency prevention, mitigation, preparedness, response and recovery.
  • knowledge of best practices in practices in emergency management on
  • the negative impact of natural, technological, or human-caused emergencies and disasters on life and property.
  • awareness of nuclear and non-nuclear emergency management safety legislation, regulations, and standards.
  • experience conducting consultations under Section 35 Duty to Consult with Aboriginal communities.
  • experience developing and implementing evaluation frameworks and risk assessment models including emergency management plans, policies, and processes.
