Job summary

The Vancouver Fraser Port Authority seeks a Director, RBT2 Infrastructure Delivery to lead technical and commercial teams on the multi-billion-dollar RBT2 program. You will ensure cost-effective objectives, interface management, and alignment with the President and senior leaders to deliver constructable, compliant solutions.

• Must be a seasoned project management professional with a demonstrated track record of success managing significant infrastructure projects with at least $500M in scope.
• Experience from broad-based engineering, consulting, and construction role is required.

Responsibilities

• Lead and mentor the implementation and commercial teams, providing strategic direction and coaching to support project objectives.
• Develop, implement, and optimize procurement and contracting strategies that balance risk, value, and delivery requirements.
• Lead the development of procurement documentation, contracts management plans, and commercial frameworks.
• Coordinate multi-disciplinary plans and commercial approaches across workstreams to ensure alignment and compliance.
• Represent VFPA in market outreach and industry discussions while building relationships with contractors and suppliers.
• Oversee project cost estimates, schedules, and commercial assessments to support investment decisions.
• Identify and mitigate risks including uncertainties affecting project implementation.
• Direct performance management of consultants, contractors, and suppliers to achieve scope, schedule, cost, and quality goals.
• Provide market analysis and advice on procurement models and contracting approaches.
• Drive continuous improvement in procurement and commercial management practices.

Director, RBT2 Infrastructure Delivery

isresponsible for providing strategic leadership to the technical and commercialteams for the multi-billion-dollar RBT2 project, ensuring cost-effectiveachievement of project objectives. This role plays an important role in theinterface management of projects across the program of work. This role workswith the President, RBT2, Program Director and senior project leaders tosuccessfully deliver. The Director will be accountable for ensuring thatsolutions are constructable, meet operational performance criteria, comply withlegal requirements, and meet conditions of regulatory approvals and permits.The Director will also lead the development and implementation of the approvedinfrastructure procurement and contracting strategies, including the competitiveselection processes, negotiation of contracts and performance management ofcontractors, consultants and suppliers.

What success looks like

• Lead and mentor the implementation and commercial teams, providingstrategic direction, coaching, technical guidance, and resource prioritizationto support project objectives.
• Develop, implement, and optimize procurement and contracting strategiesthat balance risk, commercial value, market conditions, and project deliveryrequirements.
• Lead the development of procurement documentation, contract managementplans, commercial frameworks, and associated project procurement activities.
• Integrate multi-disciplinary project plans, contract strategies, andcommercial approaches across interconnected workstreams to ensure alignment,compliance, and successful project execution.
• Represent VFPA in market outreach, proponent engagement, and industrydiscussions while fostering strong relationships with contractors, consultants,suppliers, and project partners.
• Lead the development of project cost estimates, schedule inputs, andcommercial assessments to support investment and procurement decisions.
• Identify, assess, and mitigate commercial, procurement, strategic, andproject risks, including supporting the RBT2 President in resolving keyuncertainties affecting project implementation.
• Direct consultant, contractor, and supplier performance management,ensuring achievement of scope, schedule, cost, quality, and value-for-moneyobjectives while proactively resolving disputes and issues.
• Conduct market analysis and provide expert advice on procurement models,contracting approaches, market capacity, and commercial strategies to supportproject goals.
• Drive continuous improvement through the development and implementationof procurement and commercial management best practices, tools, methodologies,lessons learned, and performance reporting.

Qualifications

• Appropriateuniversity degree along with a minimum of 10 years of progressive relatedexperience at a manager and senior management level, or an acceptablecombination of education and experience.
• Must be aseasoned project management professional with a demonstrated track record ofsuccess managing significant infrastructure projects with at least $500M inscope.
• Experiencefrom broad-based engineering, consulting, and construction role is required.
• Progressiveprivate and public sector experience and marine related infrastructure projectsare considered assets.

Job type: Exempt, Full-Time, Permanent, Hybrid

Workingenvironment: Normal office conditions, with regular evening, weekendand off-site project site visits. Flexibility to respond to issues duringnon-working hours as required.
