Job summary

Vancouver Fraser Port Authority is seeking a Manager, RBT2 Infrastructure Delivery to lead the Roberts Bank Terminal 2 program. You will build cross‑functional teams, manage external partners, and ensure compliance with environmental permits and agreements.

You will drive project governance, risk management, and performance while coordinating with Indigenous groups, funders, utilities, and regulators to deliver on time, on budget, and to high quality standards.

Qualifications

• Bachelor of Applied Science in engineering, project management or another acceptable degree.
• Minimum of 5 years of progressively senior, related experience managing the full life cycle of complex, multi‑stakeholder capital infrastructure projects valued at $100 million or more.
• Preference for leadership experience and over 10 years of recent related progressive experience or an equivalent combination of training and experience.
• Preference for experience in managing projects and programs involving supply chain, port operations and extensive public consultation.
• Professional Engineer designation and PMP Certification would be considered assets.

Responsibilities

• Lead the planning, execution, and successful delivery of complex infrastructure projects supporting the RBT2 Program, ensuring project objectives, scope, schedule, cost, quality, and performance requirements are achieved.
• Manage joint‑delivery projects in collaboration with Indigenous groups and partners, ensuring alignment with project objectives and stakeholder commitments.
• Build and maintain effective relationships with Indigenous groups, funding partners, utilities, government agencies, stakeholders, and community representatives, including negotiating agreements while protecting VFPA's reputation.
• Ensure project development and delivery comply with Mutual Benefit Agreements, environmental assessment requirements, permits, regulatory approvals, and other applicable obligations.
• Establish effective governance, communication, issue resolution, and information‑sharing processes with funding partners and project stakeholders.
• Build, lead, and coordinate high‑performing multidisciplinary project teams, including internal staff, consultants, contractors, and cross‑functional port representatives within a matrix environment.
• Develop and implement project management, risk management, change management, and project execution plans to support successful project delivery.
• Oversee consultant and contractor procurement activities, including selection processes, contract preparation, administration, and performance management in accordance with VFPA policies and directives.
• Provide leadership and guidance on contract interpretation, technical specifications, negotiations, and contractor/consultant performance to ensure value, quality, and project outcomes.
• Monitor project progress, identify and mitigate risks and issues, ensure adherence to project implementation processes, and provide regular reporting on project performance and corrective actions.

The Manager, RBT2 Infrastructure Delivery is responsible for the leadership, overall management and delivery of one or more projects within the port’s infrastructure development program, supporting the completion of the Roberts Bank Terminal 2 project. This includes building and maintaining relationships with Indigenous groups, external partner agencies, utilities and stakeholders; leading consultant and contractor performance management; negotiating contracts and other agreements; and ensuring all work undertaken by the broader project team is in accordance with VFPA policies and directives as well as the relevant federal Environmental Assessment Agency permits and conditions. This position is also responsible for building and leading high performing multi-disciplinary teams consisting of internal and external resources and leading project specific cross‑departmental and cross‑divisional coordination and collaboration.
