Job summary

Habitat for Humanity GTA seeks a Director of Government Partnerships to lead government funding and public-sector partnership strategy, securing municipal, provincial and federal investments aligned with affordable housing priorities.

You will oversee the full funding lifecycle, build a strong pipeline, and coordinate cross‑functional teams to design fundable investment cases while maintaining compliance and strong stakeholder relationships.

Qualifications

• Minimum 10 years of progressive experience in government funding and partnerships.
• Demonstrated record securing six- and seven-figure grants across municipal, provincial and federal governments.
• Senior leadership experience in affordable housing, housing development or related field.
• Experience leading workforce-development, skilled-trades or training initiatives.
• Deep understanding of government priorities, funding processes and multi-partner investments.
• Ability to lead complex government submissions and investment cases.
• Experience budgeting, measuring outcomes and compliant reporting.

Responsibilities

• Direct cross-functional proposal development with Finance, Fund Development and executive leadership.
• Develop programs, budgets and reporting plans meeting funder requirements.
• Establish tools and calendars to improve readiness, timeliness and accountability.
• Monitor policy and funding developments affecting housing and related priorities.
• Provide strategic reporting on pipeline health, funding conversion and risks.

Job Purpose

The Director, Government Partnerships exists to develop and lead Habitat GTA's government funding and public‑sector partnership strategy. The role is responsible for securing and stewarding municipal, provincial, and federal investments that advance Habitat GTA's affordable housing and strategic growth priorities.

Job Duties

• Develop and execute an integrated government funding strategy aligned with Habitat GTA’s mission, strategic priorities and operational capacity, advising the EVP Enterprise Growth and Social Ventures on priorities and opportunities.
• Build and direct a rolling pipeline of six- and seven-figure opportunities across municipal, provincial and federal governments and agencies, including CMHC and BCH.
• Lead the full government funding lifecycle, from opportunity assessment and program design through proposal development, negotiation, stewardship, reporting and renewal.
• Translate affordable-housing, workforce-development, skilled-trades training, prefabrication and construction-innovation priorities into compelling, fundable investment cases.
• Cultivate trusted relationships with existing and potential partners while representing Habitat GTA with credibility and sound judgment.
• Direct cross-functional proposal development with Finance, Fund Development, RED-C, the Director of Real Estate and Project Funding and executive leadership, ensuring viability, readiness, accountability and compliance.
• Develop program models, outcomes, performance measures, evaluation frameworks, budgets and reporting plans that meet funder requirements.
• Establish practical tools, decision protocols, funding calendars and standardized materials that improve readiness, quality, timeliness and accountability.
• Monitor policy and funding developments affecting affordable housing, workforce development, skilled trades, housing supply, productivity and community infrastructure.
• Provide executive leadership with strategic reporting on pipeline health, funding conversion, revenue secured, deliverables, organizational exposure and emerging risks.
• Partner with Fund Development to align government opportunities with the broader foundation and philanthropic pipeline, clarify ownership and maximize aligned opportunities.
• Represent Habitat for Humanity GTA as a Brand Ambassador by modeling ourvalues and guiding principles
• Learn, understand and participate in the Health and Safety Program

Summary of Skills & Qualifications

• Minimum 10 years of progressive experience in government funding, public‑sector partnerships, institutional fundraising, grant development or a closely related field, including senior leadership experience.
• Demonstrated record of securing and stewarding significant six‑ and seven‑figure grants and contributions, with measurable success across municipal, provincial and federal governments.
• Senior‑level experience in affordable housing, housing development, community infrastructure or a closely related housing‑system environment.
• Substantial experience leading and funding workforce‑development, employment‑pathway, skilled‑trades, pre‑apprenticeship or training initiatives serving diverse communities.
• Deep understanding of government priorities, public‑sector decision‑making, funding processes and complex, multi‑partner investments.
• Demonstrated ability to lead complex, high‑value government submissions and investment cases, translating operational priorities and business plans into credible proposals.
• Proven ability to oversee complex program budgets, outcomes, performance measures, evaluation frameworks, implementation plans and compliant reporting.
• Experience building and leading a government funding function, establishing organizational capability and creating sustainable, repeatable systems.
• Executive‑level relationship management, influence and communication skills, including the ability to establish clear accountability and lead effectively across functions.
• Strong financial and strategic acumen, sound judgment and the ability to direct multiple high‑value, time‑sensitive opportunities without compromising quality.
• Post‑secondary education in public policy, business, fundraising, nonprofit management, community development or a related discipline. Relevant professional credentials are an asset.
