The Canadian Nuclear Safety Commission (CNSC) in Ottawa seeks a Director General, Directorate of Nuclear Substance Regulation (DNSR) to lead a multidisciplinary regulatory team and oversee nuclear substances, radiation devices, and Class II facilities. The role reports to the Vice-President, Power Reactor and Nuclear Substance Regulation, and drives strategic regulatory outcomes.

The intent of this process is to staff the position of Director General, Directorate of Nuclear Substance Regulation (DNSR), on an indeterminate basis and to establish a pool of qualified candidates for current and future operational requirements.

The results of this process may be used to staff future positions with similar qualifications and various tenures including term, acting, assignment and indeterminate.

Highly collaborative, you work effectively across organizational boundaries and build productive relationships with a diverse range of stakeholders. You also have the ability to synthesize complex scientific, technical, and regulatory information to support sound regulatory decision making in furtherance of the CNSC's mandate. Your credibility is derived from your ability to form trusting relationships with industry, university and government partners, the private sector, and other regulatory bodies internationally. You have experience presenting information to a wide variety of audiences, from the general public, to tribunals and other oversight and decision making bodies.

What you’ll do

Reporting to the Vice-President, Power Reactor and Nuclear Substance Regulation, the Director General, Directorate of Nuclear Substance Regulation (DNSR), provides strategic leadership in a complex and rapidly evolving regulatory environment. You will lead a multidisciplinary team of scientific, technical and regulatory professionals responsible for the oversight of nuclear substances, radiation devices, prescribed equipment, particle accelerators, and Class II nuclear facilities, ensuring the effective delivery of the CNSC's mandate.

In this role, you will:

• Provide strategic leadership and direction to four divisions responsible for the regulation and oversight of nuclear substances and Class II nuclear facilities.
• Lead the delivery of a risk-informed regulatory program that protects the health and safety of workers and the public, safeguards the environment, and maintains security.
• Direct licensing, certification, compliance verification, and enforcement activities across a diverse and evolving regulated sector.
• Oversee the development and application of specialized technical assessments to support regulatory decision-making.
• Provide expert regulatory and technical advice to support Commission and senior management decisions.
• Foster a culture of scientific excellence, regulatory effectiveness, innovation, and continuous improvement.
• Build and maintain effective relationships with licensees, industry associations, Indigenous Nations and communities, government partners, and other stakeholders.

Essential Qualifications:

Education: Graduation with a degree from a recognized post-secondary institution in a field relevant to the position, such as engineering, physical sciences, health sciences, environmental sciences, or another discipline related to nuclear regulation, radiation protection, or the oversight of regulated activities.

An acceptable combination of education, training and/or experience may be considered.

Fundamental principles of radiation protection, nuclear-substance safety and security, and radioactive-material transport. Activities, technologies, hazards and emerging issues associated with the medical, industrial, research and commercial use of nuclear substances, radiation devices and Class II prescribed equipment.

Asset Qualification:

Experience :

• Experience leveraging digital technologies, data, and modern tools to support strategic decision-making, regulatory efficiency, regulatory oversight or to drive operational excellence.
• Experience in the medical sector or the in industry using Class II nuclear equipment.

Operational Needs:

All CNSC staff are subject to the Mobility Directive.

This position requires frequent travel.
