Are you a dynamic and experienced strategic thinker ready to lead transformative projects? Join the City of Edmonton's Development Services team as a Strategic Planning Analyst III! Drive innovation, implement cutting-edge processes, and make a real impact on how our city grows. Lead key improvement initiatives related to how Development Services works, operates, and delivers services related to new plans, zoning, subdivisions, permits, and more. This position offers the opportunity to support the direction set by Branch Leadership, championing service initiatives that generate positive change for both staff and external stakeholders.

What will you do?

  • Lead high-profile projects that drive positive change, innovation, and continuous improvement within the Development Services Branch
  • Support the Branch Leadership Team in implementing strategic action plans focusing on building and maintaining strong relationships with industry and stakeholders, strengthening internal integration between teams and services, streamlining processes for all infill development, and fostering innovation
  • Establish, manage, monitor, and report on project milestones and key dependencies, including developing and updating project management tools
  • Oversee the implementation of action plans related to services across the Branch, ensuring work is appropriately phased and identifying interdependencies between projects and services
  • Provide research, analysis, and recommendations for transformational changes and action plans to Branch Leadership
  • Support the examination and re-imagining of how the Development Services Branch provides its core services to customers
  • Develop and maintain relationships with key external stakeholders including development industry representatives impacted by initiatives
  • Collaborate with Communications business partners, Strategic Coordinator, and business leaders to align internal and external Branch communications with department priorities and support storytelling

Qualifications:

  • A university degree in business administration, public administration, political science, or a related discipline as required by the area of specialization
  • A minimum of seven (7) years of progressively responsible experience in strategic/operational business planning, working with corporate performance measures and budgets, policy development, leadership, and project management
  • Experience in project management, research, strategic thinking, report writing, and business case development

  • Demonstrated strategic thinking, decision-making, and risk assessment capabilities
  • Superior organizational and time management skills with a proven ability to prioritize and coordinate work to meet deadlines
  • Adept at establishing and maintaining effective working relationships internally and externally, forging consensus, and cultivating understanding among diverse stakeholders
  • Capable of working independently and collaboratively within cross-functional teams and across programs to share resources and information effectively
  • Proven ability to lead and influence in various groups, projects, and situations at all organizational levels
  • Comprehensive understanding of service delivery related to zoning, subdivision, permits, and inspections
  • Exceptional communication skills, both verbal and written

Work Environment:

  • Note: This position may be eligible for a hybrid work arrangement with flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • This role requires a minimum of three days in the office
  • The weekly hours of work are currently under review and may change at a future time. Any changes will be communicated in accordance with the City of Edmonton/Civic Service Union 52 collective agreement.

Salary Range:

  • 40 Hours per week - $48.360 - $61.711 hourly, $100,975.68 - $128,852.57 annually
  • 33.75 Hours per week - $51.171 - $65.301 hourly, $90,150.51 - $115,044.04 annually
