Job description

The City of Edmonton is looking for a collaborative and forward-thinking professional to join our City Operations Department Strategy team. The Department Risk Specialist will deliver operational and strategic risk management expertise to ensure City Operations effectively measures and proactively mitigates short, medium and long term risks to service delivery. Reporting to the Manager of Business Planning and Performance (BPP), the Department Risk Specialist will contribute to the development of strategy and planning projects by leading risk identification, assessment, treatment and monitoring for the City Operations branches (Edmonton Transit Service, Fleet and Facility Services, Parks and Roads Services and Waste Services). The role also works with the Corporate Budget and Business Planning branch to ensure alignment with corporate objectives and City Council priorities.

What will you do?
  • Provide strategic advice, support and technical expertise on risk management for projects, initiatives and service delivery for the City Operations department and its branches
  • Contribute to the design, implementation and integration of risk management processes and practices, as linked to strategy, department and branch business planning, and performance management
  • Conduct risk analysis and foresight planning, and prepare recommendations for department and branch leaders to address the changing needs of the department and corporation
  • Integrate extreme weather risk and proactive risk resilience into operational planning to mitigate climate-related disruptions
Qualifications
  • Completion of a University degree in Arts, Humanities, Social Sciences, Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline
  • A minimum of five (5) years of progressively responsible experience in a combination of:
    • risk identification, analysis and planning
    • strategic and operational business planning
    • business case development
Assets
  • Risk Management Designation (CRM, CRMP, ARM-E)
  • Experience aligning risk with performance measures and strategic or service objectives
  • Experience assessing risk in relation to business continuity planning
  • Project management experience within a public sector or large and complex environment
Skills required for success
  • Knowledge and experience developing, managing and/or working with enterprise risk aligned to strategy, plans, budget, performance management and policy
  • Knowledge and experience in strategic and business planning, the business planning cycle, and process development, implementation and improvement
  • Knowledge and experience leading and supporting the implementation of corporate priorities, strategies and initiatives and corporate reporting processes and protocols
  • Advanced knowledge of primary and secondary research methodologies, including but not limited to project design and implementation, effective data gathering, analysis and synthesis, jurisdictional scanning and benchmarking
  • Advanced skill and ability in communication using a variety of formats, facilitating strategic and planning conversations, and presenting information and recommendations to different audiences in order to support decision making
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner

Up to 1 permanent full-time position

Hours of Work: 33.75 hours per week. The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range: $51.611 - $65.218 (Hourly); $90,925.680 - $114,897.810 (Annually)
