Qualifications

Job Summary

The Data Governance Lead is responsible for spearheading the development and implementation of data governance strategies within the Canadian healthcare sector, specifically tailored to jurisdictions comparable to New Brunswick. This senior leadership role involves driving policy, planning, and ethical management of health data to support system-wide transformation, population health management, and secondary use of data for research and planning purposes.

Responsibilities
  • Develop and oversee policies and roadmaps that ensure ethical secondary use of health data.
  • Provide progressive leadership and management of large, multidisciplinary teams in public healthcare settings.
  • Engage and collaborate with diverse stakeholders including government agencies, clinical leaders, technical teams, and business units to build consensus and drive initiatives forward.
  • Manage complex and politically sensitive matters with tact and professionalism.
  • Collaborate closely with Privacy departments and Chief Privacy Officers to develop policies, conduct privacy impact assessments, and manage consent frameworks.
  • Prepare and present executive-level reports and materials ensuring high-quality deliverables and stakeholder satisfaction.
Required Skills & Certifications
  • University degree in Healthcare Sciences, Health Administration, Business Administration, Health Informatics, Information Technology, or equivalent education and experience.
  • 10+ years of experience leading Canadian healthcare data governance strategy and implementation in a jurisdiction similar in size or complexity to New Brunswick.
  • 10+ years of progressive leadership experience within government focusing on health system planning and provincial digital health initiatives.
  • Extensive experience working in public healthcare sectors including government, provincial agencies, or acute care leading data-related initiatives.
  • Strong stakeholder management skills with at least 10 years engaging diverse clinical, business, technical, and operational teams.
  • Proven ability to engage health system executives and clinical leaders to drive system-level transformation with at least 8 years of relevant experience.
  • Experience collaborating with Privacy departments on policy development, privacy impact assessments, and consent management (minimum 5 years).
  • Excellent verbal and written communication skills, including facilitation, presentation, and executive reporting (minimum 8 years).
Preferred Skills & Certifications
  • Experience developing digital health strategies, policies, and roadmaps at a provincial or territorial scale.
  • Demonstrated ability to lead large, effective teams with direct people management experience.
  • Experience in ethical secondary use of data to inform health system planning, population health management, and research.
Special Considerations
  • Must be able to manage politically sensitive issues with tact and discretion.
  • Role requires collaboration with multiple stakeholders across public and private sectors.
