Job Summary

Are you interested in contributing to the quality of life in Toronto by providing decision makers with sound evidence? As part of the Research and Analytics unit in the Policy and Strategic Planning Branch of P&R, you’ll join a team focused on turning data into actionable insights. You are a data analyst with strong statistical foundations and hands-on experience in preparing and analyzing large datasets in distributed environments. Working closely with stakeholders, you’ll ingest, clean, analyze, and visualize data. You’ll also design dashboards and queries, automate recurring analyses, and maintain key performance indicators that guide strategic priorities. Additionally, in this role you will help grow our team’s data science capabilities and advance data-informed decision making across the division.

Major Responsibilities

Research and Analytics, Data Science:

  • Provides technical expertise using data analysis techniques to City divisions in support of data-driven decision making.
  • Uses data science to formulate solutions and/or recommendations (including traditional research methods).
  • Uses statistical techniques (e.g., A/B testing, summary statistics) to ensure high-quality analysis.
  • Performs research on best practices related to data analysis and visualization.
  • Contributes to developing analytical models, dashboards, and databases.
  • Maintains data and records following Information Management best practices.
  • Supports data cleaning, manipulation, analysis, and visualization to deliver insights and inform decisions.
  • Connects business data with location information for additional insights.
  • Sets up data queries, builds ETLs, automates analyses, and creates reusable scripts.
  • Troubleshoots data issues and reports.
  • Ensures data quality and performs cleaning to maintain accuracy.
  • Implements changes based on historical data analysis.
  • Stays updated on current and emerging data analytics tools and products.

Data Visualization And Communication

  • Prepares data/statistical reports with aesthetic formatting.
  • Creates visualizations from various data sources.
  • Develops visualizations to support decision-making and briefing materials.
  • Updates KPI dashboards regularly.
  • Tracks and maintains KPIs and business impacts.
  • Communicates analysis results to stakeholders.

Stakeholder Support

  • Builds relationships with key users and decision makers.
  • Maintains effective stakeholder relationships.
  • Guides stakeholders on analytics tools and dashboards.
  • Trains team members and stakeholders; presents findings in meetings and networks.

Key Qualifications

Your application must describe your qualifications as they relate to:

  • Post-secondary education in relevant fields or equivalent experience.
  • Experience with data visualization tools (e.g., Tableau), GIS, R Shiny, etc.
  • Experience with programming and query languages (Python, SQL, R).
  • Knowledge of statistical techniques (predictive modeling, regression, A/B testing, Bayesian methods).
  • Experience with metadata management, data lineage, and version control (e.g., Git).

You Must Also Have

  • Political acuity and understanding of context and timing.
  • Strong data storytelling and presentation skills.
  • Ability to facilitate discussions and gather requirements.
  • Excellent interpersonal skills for working with diverse stakeholders.
  • Ability to work independently and solve problems.
  • Detail-oriented, dependable, and flexible.
  • Critical thinking, problem-solving, and conflict resolution skills.
  • Good time management and organization.
  • Willingness to travel within the city.
  • Experience with relational databases and cloud tools (e.g., AWS).
  • Familiarity with collaborative workflows and data governance.
  • Understanding of data privacy and ethics.
