Job summary

Jobtailor seeks an experienced professional to provide damage prevention support across Canada/US regulatory contexts. You will guide field teams, coordinate One Call activities, and oversee training in line locating and ground disturbance using Utilisphere, PALM/GIS, ArcMap, and SharePoint.

Qualifications

  • Minimum 5 years in damage prevention, public awareness, pipeline ops or related discipline.
  • Working knowledge of One Call, line locating, ground disturbance, crossing agreements and aerial patrol.
  • Familiarity with CER, AER, PHMSA and One Call requirements (Canada/US).
  • Experience with GIS, document management and workflow tools like Utilisphere, PALM/GIS, ArcMap, SharePoint.
  • Ability to translate procedures and maps into practical field guidance.
  • Strong technical, analytical and problem-solving skills.
  • Clear written and verbal communication for regulatory needs.
  • Excellent organizational skills for tracking actions and audit-ready records.
  • Ability to build relationships across Operations, Regulatory, GIS and vendors.

Responsibilities

  • Provide technical support to locate technicians, operations personnel, contractors, and supervisors on DP requirements.
  • Deliver and support training for line locate certification, ground disturbance, and system training (Utilisphere, PALM/GIS, SharePoint).
  • Support complex line locates, crossing reviews, and field-level decision making near assets.
  • Conduct desktop and field assurance assessments for line locating and ground disturbance.
  • Assist with incidents, near misses, and line strike investigations; follow-up actions and CAPAs.
  • Review aerial patrol reports, confirm actions, resolve issues with patrol vendors.
  • Provide One Call triage support during vacations and peak workloads.
  • Support improvements in Utilisphere: users, notifications, areas, mapping corrections.
  • Assist with regulatory audits for CER, AER, PHMSA and other requirements.
  • Track assurance activities, quarterly/annual reviews, and evidence collection.
  • Support information requests, incident reporting, and closeout documentation.
  • Participate in damage prevention industry groups and best-practice committees.

Job description

  • Provide technical support and guidance to locate technicians, Operations personnel, contractors, managers, and supervisors on damage prevention requirements, procedures, regulatory expectations, and field execution
  • Deliver and support line locate certification training, ground disturbance training, and system training for Utilisphere, PALM/GIS, SharePoint, and related DPPA applications
  • Support complex line locates, crossing agreement reviews, third-party supervision, and field-level decision making near company assets
  • Conduct desktop and field-level assurance assessments for line locating and ground disturbance
  • Assist with incident, near miss, unauthorized activity, and line strike investigations, follow-up actions, and corrective and preventive measures
  • Review aerial patrol reports, confirm response actions, resolve issues, and communicate with aerial patrol vendors
  • Provide One Call triage support during vacation periods, workload peaks, and high-volume situations
  • Support technical improvements in Utilisphere, including users and groups, notifications, forms, Area of Responsibility layers, mapping corrections, and process enhancements
  • Assist with regulatory audits for CER, AER, PHMSA, and other applicable requirements
  • Track program assurance activities, quarterly and annual reviews, issue follow-up, and evidence collection
  • Support information requests, incident reporting, and closeout documentation with Regulatory and internal groups
  • Participate in damage prevention industry groups, conferences, and best practice committees
Requirements
  • Minimum 5 years experience in damage prevention, public awareness, pipeline operations, pipeline integrity, field operations, regulatory compliance, or related discipline
  • Working knowledge of One Call processes, line locating, ground disturbance, crossing agreements, aerial patrol, unauthorized activity response, and damage prevention assurance activities
  • Familiarity with Canadian and U.S. pipeline regulatory expectations, including CER, AER, PHMSA, and provincial or state One Call requirements
  • Experience with damage prevention, GIS, document management, and workflow systems such as Utilisphere, PALM/GIS, ArcMap, SharePoint, or similar tools
  • Ability to interpret procedures, agreements, maps, records, field observations, and regulatory requirements and translate them into practical field guidance
  • Strong technical, analytical, and problem-solving skills
  • Clear written and verbal communication skills for technical and regulatory requirements
  • Excellent organizational skills for managing priorities, tracking follow-up actions, maintaining records, and supporting audit-ready documentation
  • Ability to build working relationships across Operations, Regulatory, GIS, vendors, contractors, and industry groups
  • Commitment to safety, regulatory compliance, continuous improvement, and protecting people, the environment, communities, and company assets
  • Line locate certification, ground disturbance training, or equivalent technical field training is an asset
  • Pipeline regulatory audit, incident investigation, public awareness, or damage prevention assurance experience is an asset
  • Experience coordinating with One Call centres, aerial patrol vendors, locating contractors, GIS teams, field operations, and regulatory stakeholders is an asset
  • Experience with surface loading calculations, class location reviews, GIS shapefiles, mapping corrections, or depth-of-cover program support is an asset
