Job summary

Keyera is seeking a Damage Prevention and Public Awareness (DPPA) Analyst to support safe, compliant execution of damage prevention, public awareness, One Call, line locating, ground disturbance, aerial patrol, assurance, and regulatory activities. This role provides technical guidance to field teams and contractors and helps ensure regulatory expectations are met across Alberta sites.

This permanent position could be based at any Keyera location in Alberta.

Qualifications

  • Minimum 5 years experience in damage prevention, public awareness, pipeline operations, or related discipline.
  • Working knowledge of One Call processes, line locating, ground disturbance, crossing agreements, aerial patrol, unauthorized activity response, and damage prevention assurance activities.
  • Familiarity with CER, AER, PHMSA, and One Call requirements in Canada/US.
  • Experience using GIS, document management, and workflow systems (Utilisphere, PALM/GIS, ArcMap, SharePoint).
  • Ability to interpret procedures, agreements, maps, and regulatory requirements and translate them into practical field guidance.

Responsibilities

  • Provide technical support and guidance to locate technicians, Operations personnel, contractors, managers, and supervisors on damage prevention requirements and regulatory expectations.
  • Deliver and support line locate certification training and system training for tools.
  • Support complex line locates, crossing reviews, and field-level decision making near assets.
  • Conduct desktop and field-level assurance assessments related to line locating and ground disturbance.
  • Assist with incident investigations and follow-up actions; identify corrective measures.
  • Review aerial patrol reports and coordinate with aerial patrol vendors as required.
  • Provide One Call triage support during vacation periods and peak workloads.
  • Support technical improvements in Utilisphere including user groups, notifications, and mappings.
  • Assist with regulatory audits (CER, AER, PHMSA) and evidence collection.
  • Track completion of program assurance activities and closeout documentation.

THE POSITION

The Damage Prevention and Public Awareness (DPPA) Analyst supports the safe, compliant, and effective execution of damage prevention, public awareness, One Call, line locating, ground disturbance, aerial patrol, assurance, and regulatory support activities. This role provides technical guidance to field teams and contractors, supports program assurance and continuous improvement, manages key DPPA processes and systems, and helps ensure regulatory expectations are met across Canadian and U.S. operating areas. This position could be based at any of Keyera’s locations throughout Alberta.

RESPONSIBILITIES
  • Provide technical support and guidance to locate technicians, Operations personnel, contractors, managers, and supervisors on damage prevention requirements, procedures, regulatory expectations, and field execution.
  • Deliver and support line locate certification training, ground disturbance training, and system training for tools such as Utilisphere, PALM/GIS, SharePoint, and related DPPA applications.
  • Support complex or challenging line locates, crossing agreement reviews, third-party supervision, and field-level decision making related to safe work near company assets.
  • Conduct desktop and field-level assurance assessments related to line locating and ground disturbance.
  • Assist with incident, near miss, unauthorized activity, and line strike investigations by gathering information, supporting follow-up actions, and helping identify corrective and preventive measures.
  • Review aerial patrol reports, confirm response actions, support issue resolution, and communicate with aerial patrol vendors as required.
  • Provide One Call triage support and coverage during vacation periods, workload peaks, and other high-volume situations.
  • Support technical improvements in Utilisphere, including users and groups, system notifications, form configuration, Area of Responsibility layers, mapping corrections, and process enhancements.
  • Assist with regulatory audits, including full-program audits and task-specific reviews for CER, AER, PHMSA, and other applicable regulatory requirements.
  • Track and support completion of program assurance activities, including quarterly and annual reviews, issue follow-up, and evidence collection.
  • Work with Regulatory and other internal groups to support information requests, incident reporting, and closeout documentation.
  • Participate in damage prevention industry groups, conferences, and best practice committees to monitor emerging practices and support continuous improvement.
QUALIFICATIONS
  • Minimum 5 years experience in damage prevention, public awareness, pipeline operations, pipeline integrity, field operations, regulatory compliance, or related discipline.
  • Working knowledge of One Call processes, line locating, ground disturbance, crossing agreements, aerial patrol, unauthorized activity response, and damage prevention assurance activities.
  • Familiarity with applicable Canadian and U.S. pipeline regulatory expectations, including CER, AER, PHMSA, and provincial or state One Call requirements.
  • Experience using damage prevention, GIS, document management, and workflow systems such as Utilisphere, PALM/GIS, ArcMap, SharePoint, or similar tools.
  • Ability to interpret procedures, agreements, maps, records, field observations, and regulatory requirements and translate them into practical field guidance.
Skills and Competencies
  • Strong technical, analytical, and problem-solving skills with the ability to assess field issues, identify risk, and recommend practical solutions.
  • Clear written and verbal communication skills, including the ability to explain technical and regulatory requirements to field personnel, contractors, leaders, vendors, and external stakeholders.
  • Excellent organizational skills with the ability to manage multiple priorities, track follow-up actions, maintain records, and support audit ready documentation.
  • Collaborative approach with the ability to build effective working relationships across Operations, Regulatory, GIS, vendors, contractors, and industry groups.
  • Demonstrated commitment to safety, regulatory compliance, continuous improvement, and protecting people, the environment, communities, and company assets.
Assets
  • Line locate certification, ground disturbance training, or equivalent technical field training.
  • Experience supporting pipeline regulatory audits, incident investigations, public awareness programs, or damage prevention assurance programs.
  • Experience coordinating with One Call centres, aerial patrol vendors, locating contractors, GIS teams, field operations, and regulatory stakeholders.
  • Experience with surface loading calculations, class location reviews, GIS shapefiles, mapping corrections, or depth-of-cover program support is considered an asset.
