Job summary

Clearway Construction is seeking a Damage Prevention and Safety Coordinator to lead our pre-locate investigation program across multiple projects in the Vancouver area. Job Summary:

The Damage Prevention and Safety Coordinator (DPC) is responsible for leading Clearway Construction’s pre-locate investigation program and ensuring all underground utilities and buried infrastructure are accurately identified, verified, and documented prior to any ground disturbance.

This role is critical in protecting employees, the public, and third-party assets by ensuring no excavation or saw-cutting occurs without proper clearance.

Reporting to the health and Safety Manager, the DPC also plays a key leadership role in fostering a proactive safety culture across field operations.

This is a dual-role position:

  • Primary: Damage prevention and ground-disturbance oversight
  • Secondary: Safety Coordinator support (when no active ground disturbance work is underway)
Location:

BC / Vancouver Division. Combination of field and office / trailer work; travel between multiple project sites across the Lower Mainland.

Hours of Operations:

8:00 am to 5:00 pm

Annual Salary:

$90,000-95,000 (Based on qualifications, experience and relevant skills)

Essential Duties & Responsibilities:
Pre-Locate Investigation Program
  • Lead and manage the pre-locate investigation program across assigned projects
  • Plan Phase 1 damage-prevention setup, including scope, timelines, and required investigations
  • Supervise pre-locate crews and ensure quality and accuracy of fieldwork
  • Coordinate utility locate requests (BC One Call) and liaise with utility owners and third parties
Information Review & Verification
  • Review drawings, permits, utility records, and locate tickets before excavation
  • Validate field markings against documentation
  • Identify discrepancies, missing data, or risks and ensure resolution
Utility Locate Binder Management
  • Maintain the Utility Locate Binder as the single source of truth
  • Ensure documentation is complete, current, and accessible to field teams
  • Track expiries, renewals, daylighting results, and correspondence
Pre-Excavation Review
  • Lead pre-excavation meetings with crews and supervisors
  • Communicate utility locations, risk zones, and excavation controls
  • Document attendance, decisions, and outstanding actions
Field Coordination & Saw-Cut Review
  • Review saw-cut areas before execution
  • Coordinate with project teams to integrate damage prevention into work plans
  • Conduct field checks to ensure compliance with locate data
Safety Leadership & Training
  • Promote a strong safety culture across crews
  • Deliver toolbox talks and safety briefings on damage prevention
  • Provide training on excavation safety, tolerance zones, and safe practices
  • Collaborate with supervisors to position safety as a productivity enabler
BC Division Safety Support

(Performed only when no active ground disturbance work is underway)

Site Safety Inspections
  • Conduct audits and inspections across project sites
  • Track and follow up on corrective actions
Incident Management
  • Support incident investigations and root-cause analysis
  • Assist with WorkSafeBC reporting requirements
  • Track trends and share lessons learned
Safety Program Support
  • Maintain compliance with COR and safety management systems
  • Assist with subcontractor safety prequalification
  • Support internal and external audits
Training & Emergency Preparedness
  • Deliver site orientations and safety training
  • Maintain training records and certificates
  • Support emergency response planning
Our ideal candidate:
Required
  • 3+ years of experience in underground utility locating, damage prevention, or civil / heavy construction with direct exposure to ground-disturbance operations.
  • Working knowledge of BC damage-prevention practices, BC 1 Call / BC One Call ticketing, and utility owner locate processes.
  • Working knowledge of the BC Occupational Health & Safety Regulation and WorkSafeBC requirements.
  • Ability to read and interpret civil drawings, as-builts, utility records, and site plans.
  • Demonstrated understanding of excavation safety, tolerance zones, and safe hand-exposure / hydrovac methods.
  • Experience conducting site safety inspections, hazard assessments, and incident investigations.
  • Strong documentation discipline and the ability to compile and control a comprehensive record set (e.g., the Utility Locate Binder).
  • Valid Class 5 BC driver’s licence and ability to travel to project sites across the Lower Mainland.
Preferred
  • Formal damage-prevention or utility-locating certification (e.g., ORCGA / Canadian Common Ground Alliance training, utility locator certification).
  • Construction Safety Officer (CSO / NCSO) designation or actively working toward it.
  • OFA Level 1 (or higher) first-aid certificate.
  • Experience leading, coaching, or supervising a small field crew.
  • Experience supporting a COR-certified safety program and incident / root-cause investigations.
  • Familiarity with municipal permitting and utility owner requirements in Metro Vancouver.
  • Ground Disturbance Level II, Utility Safety, or equivalent training.
