TEEMA Group in New Westminster, BC is seeking a Cybersecurity Program Manager to lead end‑to‑end technology projects with budgets over $2M and teams of 10+. You will drive governance, reporting, and risk management while coordinating internal and external resources to achieve strategic goals.

The role requires deep experience in program management, SDLC, and strong stakeholder communication. Cybersecurity exposure is strongly desirable and PMP is a plus.

Qualifications

  • 8+ years of full cycle technology project management experience, preferably with SDLC projects.
  • Cybersecurity and Information Security experience is strongly desirable.
  • PMI PMP designation is a plus but not mandatory.
  • Must have managed projects with budgets over $2M and teams of 10+ people.
  • Experience with risk, change, issues, time, scope, resources, budget, and quality management.
  • Experience managing complex contracts and governance structures.

Job Title: Cybersecurity Program Manager
Job ID: 90547
Location: New Westminster, British Columbia

What you will be doing:

  • Develop Business Cases and supporting artefacts (related documents and appendices).

  • Prepare all project planning documents utilizing comprehensive project management methodology and supporting templates.

  • Execute and monitor all aspects of the plan including WBS, financials, procurements, communications, quality, risks, decisions, etc.

  • Once funding is approved the contract Program Manager will:

    • Direct the activities of internal and external (contracted) resources including Business Analysts, Data Analysts, Developers, and Quality Assurance Analysts as required by the project.

    • Develop and manage, or support and provide input for existing, program and project governance structure (including Project Steering and Technical Advisory Committees) to drive consensus on project issues and achieve desired outcomes.

    • Prepare and communicate, or provide input to, detailed monthly and ad hoc reports to stakeholders including status reports and updates to the Project Steering Committee.

    • Scope Management: utilizing the program and project governance structure (Project Steering Committee, identified stakeholders) to establish and maintain clear project boundaries and agreement on project scope.

    • Schedule Management: establishing and monitoring project schedule, ensuring adherence to key milestones.

    • Risk Management: identifying and monitoring risks and propose mitigation strategies as appropriate.

    • Team leadership: managing a diverse team of technical experts and senior leaders in the organization. Interpersonal and communication skills as well as business acumen will be critical.

    • Budget and Contract Management: thoroughly managing the program and project budgets including sub-contractor and supplier performance.

    • Technical management: overseeing the work of a technical team (design, building, testing, deployment, change management) throughout the project life cycle.

    • Strong adherence to the company’sproject management methodology (Atlas) including the creation of various project documents and other artefacts, as well as those created by project team members.

What you must have:

  • Program management experience is a must [Mandatory]

  • 8+ years of full cycle technology project management experience, preferably with experience in SDLC (full cycle software development) projects, from developing a conceptual idea to requirements gathering to system design, system build, system test, training, and cutover.

  • Cybersecurity experience is strongly desirable.

  • Information Security experience is strongly desirable.

  • Project Management Professional (PMP) designation is a plus but not a mandatory requirement.

  • Must have managed project with budgetsin excess of$2M and teams of more than 10 people.

  • Solid experience with the management of risk, change, issues, time, scope, resources, budget, and quality.

  • Experience managing complex contracts.

  • Training and experience in best practice project management techniques and processes.

  • Extensive and proven experience facilitating and managing consultation processes with a wide range of stakeholder groups.

  • Proven ability to gain and use an understanding of the wider program goals in deciding the supporting project strategies/objectives.

  • Proven ability to manage/coordinate activities and resources in conjunction with other inter-related program projects.

  • Experience developing and implementing technology projects and business process initiatives designed to improve efficiencies.

  • Experience gathering and analyzing functional and technical requirements and information from key business areas.

  • Experience leading an interdisciplinary team of technical and business resources effectively.

  • Extensive and proven experience managing stakeholders and an ability “to bring people together”.

  • Must have excellent people skills, excellent communications skills, both verbally and in writing.

  • Experience communicating and presenting to senior management and executives within a large organization is essential.

  • Must display a sense of “urgency to get the job done”.

  • Experience or understanding of organizational change (OCM) in projects.

  • Experience with the standard MS Office tools -including Microsoft Project-, and SharePoint.

Salary/Rate: $119.00/ hour
