Job summary

PACT (Pearson Accelerator Construction Team) is seeking a Cost Control Coordinator to support the GTAA Accelerator Program from our Mississauga, Ontario offices. You will monitor expenditures, develop EAC/ETC forecasts, and work with Project Managers, Procurement and Contract Administrators to protect project profitability.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Finance, Commerce, or relevant work experience.
  • CCP (Certified Cost Professional), PMP (Project Management Professional), or CPA are strong assets.
  • 5–7 years of progressive cost controls or project controls experience in major civil infrastructure, transit, rail, aviation, or large-scale capital construction projects.
  • Advanced proficiency in ERP project controls (e.g., Primavera P6, Oracle Fusion) and expert Excel (macros, pivot tables, complex formulas).
  • Solid understanding of Earned Value Management (EVM), WBS, CBS, cash flow modeling, and progress measurement.
  • Strong commercial acumen: contracts, procurement, change management, joint venture delivery models.

Responsibilities

  • Establish, maintain, and monitor cost control systems to track expenditures and progress against baselines.
  • Develop EAC and ETC forecasts; identify variances and potential cost overruns for proactive mitigation.
  • Evaluate change orders and adjust budgets; update cost ledgers to reflect approved scopes.
  • Prepare and distribute monthly cost reports for executive review.
  • Review and validate subcontractor and vendor invoices for alignment with contracts and earned value.

Job description

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

Reporting to the Cost Controller (or Commercial Manager), the Cost Control Coordinator is responsible for the financial monitoring, analysis, and reporting of project expenditures across the GTAA Accelerator Program. Operating within the PMO team, this role ensures rigorous cost control, accurate forecasting, and variance analysis for large-scale, complex infrastructure and construction packages. The Cost Control Coordinator collaborates closely with Project Managers, Procurement, Contract Administrators to track budget performance, manage change management costs, and safeguard project profitability.

KEY RESPONSIBILITIES
  • Cost Tracking & Control: Establish, maintain, and monitor comprehensive project cost control systems to track actual expenditures, commitments, and progress against approved baselines.
  • Forecasting & Budgeting: Develop accurate Estimate-at-Completion (EAC) and Estimate-to-Complete (ETC) forecasts; identify trends, variances, and potential cost overruns early to support proactive mitigation.
  • Change Management: Evaluate the cost impact of change orders, variations, and claims; update budget allocations and cost ledgers to reflect approved scopes of work.
  • Financial Reporting: Prepare and distribute timely, executive-level monthly cost reports.
  • Invoice & Progress Claim Verification: Review and validate subcontractor, vendor, and consultant progress billings and invoices for alignment with contract terms, earned progress, and cost codes.
  • Contingency & Risk Monitoring: Track contingency allocations, allowances, and risk registers to evaluate potential financial impacts on the overall sub-program budget.
QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES
  • Education: Bachelor’s degree in Engineering, Construction Management, Finance, Commerce, or relevant work experience.
  • Professional Designation: CCP (Certified Cost Professional), PMP (Project Management Professional), or relevant accounting/financial certifications (CPA) are considered strong assets.
  • Experience: Minimum of 5–7 years of progressive cost controls or project controls experience directly within major civil infrastructure, transit, rail, aviation, or large-scale capital construction projects.
  • Software Proficiency: Advanced proficiency in industry-standard project controls including ERP software (e.g., Primavera P6, Oracle Fusion) alongside expert-level Microsoft Excel capabilities (macros, pivot tables, complex formulas).
  • Technical Competencies: Strong command of Earned Value Management (EVM) principles, work breakdown structures (WBS), cost breakdown structures (CBS), cash flow modeling, and progress measurement methodologies.
  • Commercial Acumen: Robust understanding of construction contracts, procurement processes, change management protocols, and joint venture delivery models (Design-Build/Progressive Design-Build).

Salary is dependent on relevant years of experience and transferrable skills, an estimated salary range is 75 000 to 100 000. If a candidate is selected whose experience is outside of the parameters originally anticipated, this range may change to align with that skillset.

The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices as required. This position is 5 days per week in office or at site and all employees must complete a RAIC and Criminal background check.
