This position is responsible for system administration of the City of Regina's cloud-based budgeting and forecasting software, Hyperion. This position is the primary liaison between the Service Provider and the City of Regina. It is responsible for maintenance, training, configuration, security, and user assignments. This position reports to the Branch Manager.

Key Duties & Responsibilities

• Provide day-to-day user and operational support for the Oracle EPM Cloud application, including identification, tracking, and troubleshooting of system issues.
• Develop clear and audience-appropriate documentation to resolve issues.
• Coordinate user maintenance, including access setup, deletion, role assignments, and password resets.
• Monitor emerging technologies to improve business operations and provide recommendations.
• Maintain customer relationships to ensure superior service delivery.
• Gather business requirements and facilitate communication between business and technology areas.
• Ensure software modifications comply with legislative requirements.
• Take ownership of support issues and engage appropriate resources for resolution.
• Test enhancements with a focus on end-to-end validation prior to production.
• Maintain knowledge of industry best practices and emerging technologies.
• Participate in business analysis, data modeling, and system design.
• Create and prepare reports and analyses as requested by the Manager.
• Plan and control project teams, ensuring projects follow standard methodologies.
• Assist the Manager in developing and maintaining organizational structure.
• Provide leadership and mentoring to staff with access to Hyperion.
• Responsible for system configuration focusing on smooth navigation flows.
• Develop and implement system maintenance schedules.
• Ensure new version updates minimize user impact and track potential issues.
• Perform other duties as assigned.

Key Qualifications

• University degree in Business Administration, Commerce, or Computer Science with formal training in business systems analysis.
• 5–8 years of experience in program development, business analysis, and project management.
• At least 3 years of experience with budgeting/forecasting systems.
• Exposure to Oracle EPM Cloud and SmartView is preferred.
• 2–3 years of experience in an administrative or supervisory role.
• Customer-focused with sound problem-solving skills.
• Strong analytical skills and ability to react to unexpected changes.
• Action-oriented and solutions-driven.
• Strong communication skills to convey business and technical concepts.
• Knowledge of business analysis principles and compliance requirements.
