tasks and responsibilities you'll be able to do:**- Advise senior management on orientations, priorities and structuring decisions related to information technology;- Translate strategic directions into roadmaps, priorities, expected results and implementation paths;- Ensure consistency between organizational objectives, investments, available capacity, work done and value sought;- Implement performance and accountability mechanisms to monitor results and intervene quickly in the event of deviations;- Support stakeholder engagement, adoption of practices, and knowledge transfer to presentations and decision-making documents for governance bodies;- Lead workshops for strategic thinking, consultation and co-construction;- Coordinate and follow up with relevant stakeholders;- Maintain a forward-looking vision of organizational capacities to be strengthened and structuring decisions to be planned;- Define or evolve governance bodies, roles, responsibilities, decision-making rights, and escalation mechanisms;- Structure integrated tracking of decisions, risks, issues, dependencies, assumptions and scope changes;- Ensure traceability between orientations, investments, works, deliverables and results obtained;- Establish indicators, targets, calculation rules, data sources and thresholds;- Design executive dashboards to support decision-making and trade-offs;- Assess observed deviations, determine causes, and recommend corrective actions;- Develop and maintain an integrated roadmap aligned with organizational priorities;- Determine expected outcomes, milestones, dependencies, progression criteria, and success conditions;- Facilitate the coordination of multiple teams and partners in predictive, agile and hybrid environments;- Anticipate deviations, consolidate progress and support necessary trade-offs;- Propose turnaround plans when results, timelines or capabilities deviate from expectations;- Ensure that work and deliverables contribute to strategic objectives and intended value;- Identify stakeholders, their interests, concerns, and readiness for change;- Develop an integrated approach to knowledge engagement, communication, adoption, and transfer;- Support managers in implementing changes and managing resistance;- Foster collaboration between different departments and specialized teams;- Measure adoption of implemented practices and recommend necessary adjustments;- Document the mechanisms put in place and ensure their transfer in order to support their sustainability;- Produce expected deliverables, including governance frameworks, roles and responsibilities models, operational readiness criteria, consolidated portraits, and executive recommendations.**The profile we are looking for is as follows:**- Hold a university degree in information technology, administration, engineering, management or a relevant field;- Have at least 15 years of relevant experience in the field of information technology;- Have at least 7 years of experience in a strategic consulting role, program leadership, or large-scale transformation initiatives;- Demonstrate experience with senior management including making recommendations, analyzing scenarios and facilitating complex trade-offs;- Master the design and implementation of governance mechanisms, performance indicators and dashboards;- Knowledge of traditional, agile and hybrid project management approaches as well as program and portfolio management practices;- Possess in-depth knowledge of information technology governance, service management, organizational performance, and digital product and service delivery;- Have a good knowledge of the information technology sector and the Quebec health and social services network;- Be proficient in Azure DevOps or a comparable tool, Microsoft Project or Planner as well as dashboard production tools;- Navigate complex environments with different maturity levels and delivery methods;- Exercise influential leadership and effectively mobilize stakeholders without direct hierarchical authority;- Demonstrate excellent facilitation, communication, synthesis and popularization skills with executive audiences;- Demonstrate autonomy, analytical rigor, professional judgment and ease in ambiguous contexts;- Have significant experience in information technology governance, organizational transformation, operating model design, and defining organizational roles and responsibilities;- Conduct large-scale consultation exercises as well as strategic analysis and executive writing;- Prepare decision cases for executive governance bodies and support change management activities;- Have a recognized background in project management or a PMP certification;- Have the SAFe Agilist - Leading SAFe certification;- Have any other SAFe certification, including SAFe Practice Consultant (an asset);- Hold a PgMP, PfMP, ITIL or COBIT certification (an asset);- Have recognized training or
