Job Description:

Parsons is looking for an amazingly talented Construction Manager - Dry Utilities to join our team! In this role you will get to lead and oversee the successful execution of dry utilities and infrastructure projects.

This role requires strong leadership, technical expertise, and experience managing complex construction projects. The ideal candidate will have a proven ability to manage teams, control project budgets, ensure quality standards, and maintain strong communication with stakeholders throughout the construction process.

What You'll Be Doing;

  • Oversee the development and implementation of construction plans for dry utilities and infrastructure projects.
  • Ensure the timely completion of all project milestones, aligning them with overall project objectives.
  • Review project specifications, and scope of work, and provide inputs on construction methods and project timelines.
  • Manage all on-site construction activities, ensuring the work is performed according to contract specifications, schedules, and safety standards.
  • Supervise and coordinate the activities of contractors, subcontractors, and other construction personnel.
  • Monitor daily progress, address issues, and mitigate risks to ensure projects stay on track.
  • Develop and manage project budgets, ensuring projects are completed within financial constraints.
  • Track and report on costs, identifying opportunities for cost savings or adjustments as required.
  • Ensure accurate forecasting of project costs, and provide reports to senior management on budget performance.
  • Ensure construction activities meet all applicable quality standards and specifications.
  • Develop and enforce a safety plan to ensure all activities comply with safety regulations and company policies.
  • Conduct regular site inspections to ensure that work is performed according to the highest quality and safety standards.
  • Act as the primary point of contact for clients, contractors, and other stakeholders throughout the construction process.
  • Prepare and present regular project updates to senior leadership, stakeholders, and regulatory bodies.
  • Address concerns and resolve conflicts among stakeholders, contractors, and team members promptly.
  • Proactively identify potential construction risks and develop mitigation strategies.
  • Resolve on-site issues promptly, whether related to technical challenges, design, or coordination.
  • Ensure timely solutions to prevent project delays and avoid financial penalties.
  • Lead and mentor a team of engineers, site managers, and contractors.
  • Conduct regular performance evaluations and ensure continuous professional development for all team members.
  • Foster a positive work environment that encourages collaboration, accountability, and high performance.
  • Review and negotiate contracts with contractors and suppliers to ensure favorable terms for the company.
  • Ensure all parties comply with contractual obligations, and resolve any disputes that arise during construction.
  • Maintain relationships with suppliers and contractors to ensure smooth operations.
  • Ensure all construction activities adhere to environmental regulations and sustainability practices.
  • Oversee compliance with all relevant local, state, and federal regulations related to dry utilities and infrastructure.
  • Ensure all necessary permits are obtained before starting work and that the project adheres to the required regulations throughout the process.
  • Maintain accurate and up-to-date project documentation, including drawings, schedules, contracts, and change orders.
  • Ensure that project records are organized and readily available for audits and reviews.
  • Manage project closeout procedures, ensuring all documentation is complete, and final inspections are passed.

What Required Skills You'll Bring;

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field. A Master’s degree or relevant certifications (e.g., PMP, LEED) are preferred.
  • Minimum of 15 years of experience in construction management, with a focus on dry utilities and infrastructure projects.
  • Proven experience managing large-scale projects from inception to completion, including budget, scheduling, and team coordination
  • Strong understanding of the construction process, including procurement, project scheduling, contract negotiation, and risk management.
  • In-depth knowledge of dry utilities systems (water, sewer, electrical, telecommunications, etc.)
  • Strong leadership skills with the ability to manage and motivate cross-functional teams
  • Proficiency in construction management software and tools (e.g., Procore, Buildertrend, MS Project)
  • Excellent verbal and written communication skills, with the ability to interact with senior management, clients, contractors, and stakeholders
  • Strong problem-solving and conflict-resolution skills, with the ability to think critically under pressure
  • Familiarity with local, state, and federal regulations governing construction projects.
  • Professional certifications such as PMP (Project Management Professional) or other construction-related certifications.
  • Experience with Lean Construction or other innovative construction methodologies.
  • Expertise in managing multi-disciplinary construction teams.
  • Strong knowledge of building codes, safety standards, and environmental regulations.
  • Ability to manage multiple projects simultaneously in a fast-paced environment.
  • Proven track record of delivering projects on time and within budget.
