Job Description:

Parsons is seeking a talented Construction Manager (Relocations) to join our team. In this role, you will play a vital part in executing relocation works on a complex infrastructure project. The position requires technical expertise, coordination, and leadership to ensure relocation activities are completed on time, within budget, and in compliance with regulatory and quality standards, with minimal disruption to services and stakeholders.

Responsibilities include:

  1. Leading and coordinating utility relocation activities (electric, telecom, water, sewer, gas).
  2. Collaborating with utility providers, authorities, and design teams to validate plans.
  3. Ensuring timely execution aligned with project schedules.
  4. Supervising on-site construction activities, ensuring safety and compliance.
  5. Monitoring contractor performance and quality standards.
  6. Managing daily site coordination and resolving construction issues.
  7. Obtaining permits and clearances from government entities and utilities.
  8. Representing the project in coordination meetings.
  9. Addressing stakeholder concerns to minimize service disruptions.
  10. Developing and maintaining detailed construction schedules.
  11. Tracking progress, mitigating delays, and integrating relocation timelines with the main schedule.
  12. Identifying risks and developing mitigation plans.
  13. Resolving technical issues promptly to prevent delays.
  14. Overseeing contractor and subcontractor performance.
  15. Ensuring compliance with contractual, safety, and project standards.
  16. Conducting inspections, reviews, and quality audits.
  17. Monitoring costs and supporting financial reviews.
  18. Participating in value engineering exercises.
  19. Maintaining comprehensive records and preparing reports for management.
  20. Ensuring documentation compliance with regulations.

Required Skills and Qualifications:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related; Master’s preferred.
  • 15+ years of experience in infrastructure construction, especially in utility relocations.
  • Successful track record managing utility diversions in major projects.
  • Experience working with government agencies, utilities, and contractors.
  • Deep understanding of construction, relocation methodologies, and coordination.
  • Knowledge of construction regulations, permits, and safety standards.
  • Proficiency in project scheduling and reporting tools (e.g., Primavera P6, MS Project).
  • Leadership, team coordination, and communication skills.
  • Strong analytical and problem-solving abilities.
  • Project management certification (e.g., PMP).
  • Experience with international projects, joint ventures, and FIDIC contracts.
  • Familiarity with sustainability and environmental standards.
  • Fluency in English; Arabic is a plus.
