Job Description:

Parsons is looking for an amazingly talented Construction Manager – Site Office & Enabling Works to join our team! In this role you will get to preparing the airport site for full-scale construction, ensuring that all early-stage infrastructure and facilities are delivered safely, on time, and to the highest quality standards.

This role requires a hands-on leader with strong construction execution capabilities, stakeholder coordination experience, and a deep understanding of enabling works in complex infrastructure environments.

What You'll Be Doing;

  • Oversee the day-to-day management of enabling works such as temporary roads, fencing, laydown areas, utility relocations, and construction of site facilities.
  • Manage subcontractors and direct labor to ensure timely and quality delivery of all early works.
  • Plan and coordinate site mobilization activities including installation of site offices, accommodation, storage areas, and temporary services (power, water, IT).
  • Ensure all temporary infrastructure meets HSE, operational, and client requirements.
  • Coordinate enabling works with design, utility providers, local authorities, and other packages.
  • Manage interfaces with main works contractors to ensure a smooth handover and continuity of operations.
  • Develop short-term schedules aligned with overall project milestones.
  • Track progress, manage look-ahead plans, and take corrective actions to mitigate delays.
  • Enforce HSE standards and ensure all enabling works comply with safety regulations and environmental controls.
  • Lead site safety walks, toolbox talks, and participate in audits and inspections.
  • Manage manpower, equipment, and material logistics on-site.
  • Coordinate deliveries, access control, and site traffic to optimize productivity and safety.
  • Prepare daily, weekly, and monthly reports including progress summaries, risks, and resource utilization.
  • Maintain up-to-date records, as-built documentation, and ensure traceability of all enabling works.

What Required Skills You'll Bring;

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • 10 years of experience in civil construction, with a strong focus on early works or enabling works in infrastructure or airport projects.
  • Proven track record in managing site mobilization, temporary works, and early-phase packages.
  • Strong knowledge of construction methods, temporary works, and logistics planning.
  • Ability to manage subcontractors, coordinate utilities, and interface with multiple stakeholders.
  • Excellent problem-solving, leadership, and organizational skills.
  • Proficient in MS Project, Primavera P6, and standard site reporting tools.
  • Familiarity with local regulations, authority approvals, and permitting processes.
  • Experience with airport or aviation-related enabling works.
  • Knowledge of utility diversions and coordination with utility agencies.
  • Familiarity with document control platforms (e.g., Aconex, Procore).
  • Experience with temporary facility design and commissioning.
  • Understanding of environmental and sustainability considerations for enabling works.
