Job summary

National Defence in North Bay is seeking a Compliance Officer for Real Property Operations at the EG-05 level. You will help ensure assets are managed responsibly, work with internal partners and external contractors, and apply applicable laws and policies.

You will assess risk, support decision-making, and contribute to an environment focused on safety, integrity, and effective asset management across defence properties in Canada.

Intent of the process
A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), operational requirements, and conditions of employment at the Department of National Defence. The appointed candidate must meet all essential qualifications and conditions of employment and be administered the Oath before being appointed to the position. Administration of the Oath concerns individuals appointed from outside the public service.

Reliability security clearance Must possess and maintain a valid, unrestricted Class 5 driver’s licence (or equivalent). Strict adherence to the Department of National Defence and Canadian Forces Code of Values and Ethics - Canada.ca, Values and Ethics Code for the Public Sector- Canada.ca, Directive on Conflict of Interest- Canada.ca, and DAOD 7021-1, Conflict of Interest - Canada.ca.

Operational Requirements

OR1 May be required to work overtime on occasion.

OR3 Willing and able to obtain and maintain a DND404 driver’s license.

EDUCATION ED1 A secondary school diploma or employer-approved alternatives (see Note 1)
Note:
1. The employer-approved alternatives to a secondary school diploma are:
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b. Candidates who have been appointed or deployed for an indeterminate period to a position in the EG classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and experience meet the secondary school requirement for the EG classification only and must be reassessed for entry to other classifications on the basis of this alternative. ADDDiploma or certificate from a recognized post-secondary institution in a field that is relevant to the duties of the position such as an environmental technologist, engineering technologist, architecture technologist, or safety management;OR an acceptable combination of education, training and experience related to construction safety and compliance.

EXPERIENCE EX1 Experience in safety, compliance and preventative maintenance management including but not limited to inspections, system audits and program evaluations in a real property and infrastructure environment.
EX2 Experience reviewing, and applying acts, regulations and standards including developing related protocols and procedural documentation.
EX3 Experience fostering engagement and collaboration between members of multidisciplinary teams, including external parties, to support operational or program objectives.

Canadian Registered Safety Professional (CRSP)

EXPERIENCE AEX1 Experience analyzing and interpreting a variety of data sources to produce recommendations for management* in reports, presentations or briefing notes .
*For the purpose of this process, management refers to individuals in supervisory or leadership roles responsible for decision-making (e.g. section heads or those reporting to organization upper management).
AEX2 Experience in real property asset management, including using asset management software (such as VFA or others).
AEX3 Experience using SAP systems such as the Defence Resource Management Information System (DRMIS) (Plant Maintenance module) to input, manage, and analyze maintenance and asset data.
