Reporting to the Chief and Council, the Chief Administrative Officer (CAO) is responsible for leading, planning, managing, and implementing MCFN programs, services, and policies. This role provides administrative expertise and overall direction to all employees, including directors and managers, as well as programs and services such as economic development initiatives, as approved by the Chief and Council.

The CAO monitors and ensures that MCFN programs stay within budget by maintaining close relationships with departmental directors, managers, and staff. The role also involves effective liaison with officials from Federal, Territorial, and Provincial Governments, and other agencies to support MCFN goals and objectives.

The successful candidate will lead and oversee day-to-day administrative operations and staff to align with the best interests of MCFN members, integrating these into the organization’s goals, policies, and programming.

Education:
  • MBA or degree in public administration, political science, or a related field;
  • Experience working with First Nation governments, preferably at a senior level.
Knowledge:
  • Understanding of MCFN social structure, traditions, language, and cultural values;
  • Knowledge of government program requirements, especially Nation First government programs;
  • Experience in staff supervision and management;
  • Familiarity with Federal and Territorial government programs, regulations, and procedures;
  • Knowledge of funding agencies and related requirements;
  • Experience in negotiations, conflict management, mediation, and problem-solving;
  • Exceptional financial management skills;
  • Ability to develop, implement, and evaluate programs, policies, and procedures.
Management Skills:
  • Experience at the senior management or executive level, including personnel supervision and evaluation;
  • Ability to manage budgets and lead program and policy development;
  • Strong decision-making and problem-solving skills under tight timelines;
  • Effective stress management and organizational skills;
  • Proficiency with computers and software.
Interpersonal Skills:
  • Excellent oral and written communication skills;
  • Discretion, tact, diplomacy, compassion, and good judgment;
  • Conflict resolution and team leadership abilities;
  • Cultural sensitivity in decision-making;
  • Ability to build and maintain professional relationships;
  • Leadership qualities to motivate staff;
  • Flexibility in working hours;
  • Commitment to confidentiality.
