Job summary

WCG International Consultants Ltd. is seeking a WorkBC Centre Manager to lead the day-to-day operations, oversee staff, service delivery, and program performance while ensuring contract compliance and strong client outcomes.

Reporting to the Regional Manager, you will provide leadership, coaching, and governance oversight, developing partnerships with employers, service providers, and community organizations to strengthen workforce solutions in the service area.

  • 3+ years in program and staff leadership within employment services.
  • Experience running operations and achieving KPIs and goals.

Responsibilities

  • Lead daily centre operations and staff coaching to deliver services.
  • Ensure service delivery meets contract performance standards and ministry rules.
  • Collaborate with staff to observe processes and cover for sick or busy periods.
  • Support client service delivery decisions and policy interpretation.
  • Build partnerships with community organizations, employers, and training providers.
  • Deliver budget, business plan, quality management, and marketing initiatives.
  • Report on program operations and coordinate with the Service Delivery management team.
  • Foster an inclusive, client-focused, high-performing team culture.

About the role

The WorkBC Centre Manager leads the day-to-day operations of the centre, overseeing staff, service delivery, and program performance to ensure exceptional client outcomes and compliance with contract and Ministry requirements. Reporting to the Regional Manager, this role provides leadership, coaching, and operational oversight while driving achievement of key performance targets, supporting governance activities, and fostering an inclusive, client-focused, and high-performing team culture.

What you'll do

  • Ensure strong, clear, and open communication while building trust-basedrelationships with staff, leadership, employers, service providers, and communitypartners
  • Manage daily centre operations, including staffing and service delivery within contractperformance standard parameters, as well as within Ministry Eligibility requirements,Ministry Policy, and all other contract requirements.
  • Work side by side with staff of various roles on a regular basis to observe workprocesses and to meet needs such as during busy times or staff illnesses.
  • Assess and make decisions related to Service Delivery requests pertaining to Clientservice delivery decisions/policies
  • Liaise with project applicants and/or the Ministry to support the marketing andidentification of eligible Clients for Job Creation Partnerships (JCP) or Project BasedLabour Market Training (PBLMT) projects within the service area
  • Operationally execute centre-specific budget, business plan, quality managementplan, service initiatives for client inclusion groups, cohort-based group programming,employer outreach plan, and service awareness and marketing plan in collaborationand coordination with others in the team
  • Report on program operations and work collaboratively with the Service Deliverymanagement team within the centre governance structure.
  • Develop strategic partnerships with community organizations, employers, Indigenouspartners, and training providers, ensuring the centre works with Ministry staff toencourage information sharing and coordinated responses to Client and labourmarket needs and opportunities.
  • Provide support to the Service Delivery team members as related to building sharedgoals, problem solving, advising, coaching and feedback; be available to answerquestions.
  • Create a day-to-day environment of strong cross-functional team performance,ensuring effective coordination throughout the team
  • Support the Regional Manager in developing and implementing local Programobjectives, strategies, programs, and budgets
  • Supervise and collaborate with staff to achieve results; responsible for ensuring that the teams understand performance and client service standards and how to reachthem
  • Support the team to help achieve KPMs, milestones, and overall program/contractualsuccess
Qualifications

What you bring

  • Minimum of three (3) years’ demonstrated program and staff leadership experience, and a richunderstanding of employment programming, including conducting and interpreting ClientNeeds Assessments coaching and mentoring Clients; and building partnerships with employers,community agencies, and other partners.
  • Demonstrated ability running business operations ensuring a range of goals, including financialand key performance measure goals, are met.
  • Exceptional relational competence and demonstrated ability to interact effectively with diverseteam members to accomplish goals.
  • Strong leadership, teambuilding skills and supervisory skills
  • Excellent organizational and interpersonal skills coupled with strong verbal and writtencommunication skills.
  • Flexible, creative, and able to adapt quickly to changing needs of a new program.
  • Able to manage stressful situations in a fast-paced environment; be calm under pressure.
  • Knowledge of the local labour market, community resources, government programs, job searchtechniques, career development, and issues related to unemployment, with the ability to uselabour market information to inform service delivery.
  • Solid understanding of confidentiality and other professional codes of conduct
  • Must successfully meet all criminal record processes as identified by both the Ministry and WCG
