Primary Responsibilities:
Under the general direction of the Director Human Resources and as a member of the management team, the Assistant Director of Human Resources is an excluded position and is responsible for directing the activities of PSAC’s internal Human Resources Branch that supports the operational goals and objectives of the PSAC.
The position has primary responsibility for planning, managing and coordinating the delivery of HR programs and services within PSAC in the areas of Recruitment, Compensation, Organizational Development, Job Design and Evaluation, Payroll and Benefits, Training and HRMS in accordance with numerous collective agreements, policies and across all provincial, territorial and federal legislations.
What you will bring to the table:
Education/Experience
- Completion of a graduate degree in Human Resources or a combination of education and experience in the Human Resources field.
- Designations for CHRL, CEBS and Payroll Management strongly preferred.
- Ten (10) years of senior level experience working in a management HR role in an unionized workplace including knowledge and experience in leading developing, implementing and managing Human Resources staff, programs, policies, procedures and systems.
- Several years experience as an HR Generalist with technical expertise in several Human Resources disciplines, including Recruitment, Compensation, Organizational Development, Job Design and Evaluation, Payroll and Benefits, Training and/or HRMS.
Knowledge
- Strong knowledge and understanding of a variety of leading-edge Human Resources initiatives and activities that are impacting upon the PSAC and the broader labour movement.
- Strong knowledge of Human Resources management in order to provide technical advice to management and staff at all levels of the organization.
- Knowledge of the political and operational inter-relationships within a large national union organization and a thorough understanding of the sensitive political and social issues between an employer union and its internal bargaining agents.
- Knowledge of the principles and practices of labour management strategies, interpretations, positions and approaches to provide advice on internal union matters.
- Knowledge of the structure, mandate and mission of the PSAC as well as the broader political and legislative context in which it functions.
Specialized knowledge of HRMS (SAP) applications.
Abilities
- Demonstrated leadership, management, administrative skills including the ability to lead and coordinate a team of HR specialists as well as workforce planning, negotiations, budgeting, team development and organizational skills.
- Strong project management skills and ability to play a hands-on role in leading a priority HR project, specifically implementation of HRMS.
- Strong communication, negotiation and presentation skills, with the ability to provide specific HR training and communicate complex information for the intended audience using various methods.
- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.
- Highly developed written skills to prepare information bulletins, analysis and reports.
- Ability to deal effectively with conflict, build credibility and trust between parties and support/promote union-management partnerships.
- Strong analytical, research, evaluative and problem-solving skills to interpret, apply and develop processes to ensure collective agreement exigencies, employment legislation, regulations, standards, directives and guidelines are met.
- Strong computer skills in Microsoft Office applications.
- Ability to work under pressure and meet firm deadlines

- Excellent judgment, political acuity and demonstrated problem solving, consultative, persuasive and conflict resolution skills to provide sound direction and advice on a variety of complex human resources issues to all levels of management and staff.
- Effective interpersonal skills; dependability, reliability and flexibility.
- Ability to work in a political organization with often competing priorities as well as a commitment to union and social justice issues.
- Availability to travel as required.

- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above. Federal Government valid SLE results can be used toward this. Preferred candidates may have their second language skills assessed as part of the hiring process.
- Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
