Job summary

The City of Coquitlam is seeking a By-law Inspector 1 to act as a uniformed city ambassador promoting bylaw compliance and progressive enforcement.

You will respond to complaints, conduct inspections, investigations and public education across various bylaws, including parking and litter, with frequent site visits on foot or by bike.

Qualifications

  • Diploma in social sciences, business or related discipline preferred; plus related enforcement experience.
  • Completion of JIBC Bylaw Enforcement and Investigative Skills Level 1 and Level 2 Certificates or equivalent.
  • Valid Class 5 Driver’s Licence required.

Responsibilities

  • Respond to complaints and conduct inspections and investigations; monitor for bylaw infractions including parking, water, waste, animal control, nuisances, litter, smoking.
  • Educate the public, issue warnings and bylaw offense notices, collect and document evidence, maintain file notes and reports.
  • Appear at adjudication hearings or court as required; interact with property owners, tenants and the public.

About You / What We Are Looking For

Calling upon your independent judgment, action and tact, you are a uniformed city ambassador responsible for promoting bylaw compliance and facilitating progressive enforcement where appropriate. A day in the life may include responding to complaints, conducting inspections, investigations and proactively monitoring for a range of municipal bylaw infractions including parking, water conservation solid waste, animal control, nuisances, litter, smoking and other related bylaws. You will also be attending City of Coquitlam parks and open spaces by foot, bicycle or e-bikes to ensure compliance with city bylaws. This role involves education to the public, issuing warnings and bylaw offence notices, collecting and documenting evidence, maintaining accurate file notes and reports, and appearing at adjudication hearings or court as required. The role involves extensive public interaction and liaison with property owners, tenants and the general public.

Minimum Qualifications

To thrive in this position, you are an excellent communicator who is skilled at working through challenges, adjusting to new priorities and learning new skills. You are strong at understanding and troubleshooting a variety of software; experience with ALPR (automated licence plate recognition) technology is an asset. Preference will be given to candidates with a diploma in social sciences, business or related discipline from a post-secondary institution, plus some related experience in regulatory enforcement, inspections and investigational work involving public interaction; or an equivalent combination of training and experience. A valid Class 5 Driver’s Licence is a requirement for this position. Completion of the JIBC Bylaw Enforcement and Investigative Skills Level 1 and Level 2 Certificates or equivalent. This position is based on a 8.75 hour day with daily hours generally scheduled between the hours of 6:00 am to midnight, Monday to Sunday inclusive. Hours and shifts may be altered based on operational need and in accordance with the collective agreement.

What We Offer:

This CUPE position has an hourly rate range of $35.59 - $41.91 (2026 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
