Job summary

The role requires 8+ years in purchasing within construction or infrastructure, strong negotiation skills, and proficiency with ERP systems and MS Office.

Qualifications

• Diploma or degree in Supply Chain Management, Business Administration, Construction Management, or related field.
• Strong negotiation and vendor relations with a focus on service quality.
• Experience with purchasing systems, ERP platforms, and Microsoft Office applications.

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

JOB SUMMARY

The Buyer is responsible for managing the purchasing and supply of materials, equipment, and consumables required to support ongoing design and construction activities across the project. This role focuses on sourcing, ordering, expediting, and coordinating deliveries to ensure materials are available on time, in the correct quantities, and meet quality requirements. The Buyer will work closely with site teams, engineers, sub-contractors, and vendors to maintain efficient and transparent purchasing processes in line with PACT standards and governance.

RESPONSIBILITIES

• Manage day-to-day purchasing activities for materials, tools, and equipment required across multiple project sites.
• Source and select suppliers based on price, quality, delivery capability, and reliability.
• Obtain and evaluate quotations, negotiate pricing, and issue purchase orders in accordance with established procedures.
• Track and expedite orders to ensure timely delivery in line with construction schedules and site requirements.
• Coordinate with site teams to forecast material needs and verify quantities against approved requisitions.
• Monitor supplier performance and resolve issues related to delivery, quality, or shortages.
• Maintain accurate and up-to-date records of all purchase orders, deliveries, and related documentation.
• Support the standardization of materials and equipment to optimize cost and reduce duplication.
• Collaborate with inventory and logistics personnel to manage receiving, storage, and distribution of goods.
• Prepare reports and summaries for cost tracking, order status, and purchasing metrics.
• Ensure all purchases comply with safety, environmental, and quality standards.
• Identify cost-saving opportunities and contribute to continuous improvement initiatives within the purchasing function.
• Build and maintain strong working relationships with internal stakeholders and approved vendors.
• Support with training for PACT’s procurement systems and tools.
• Support with other duties as needed.

WORKING CONDITIONS

The position will be based at our office in Mississauga, Ontario, with visits to the Airport site as required. Your work schedule will be Monday to Friday during regular office or site hours. At times, operational needs may require work outside these hours, with reasonable notice provided. All schedule or on call adjustments will comply with applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background check and successfully attain a Restricted Access Identity Card (RAIC) upon joining the company.

DESIRED SKILLS, KNOWLEDGE, COMPETENCIES

• Diploma or degree in Supply Chain Management, Business Administration, Construction Management, or related field.
• 8+ years of experience in purchasing or supply chain coordination within construction, infrastructure, or ICI projects.
• Strong understanding of materials, equipment, and consumables used in civil and building construction.
• Excellent negotiation and communication skills with a focus on vendor relations and service quality.
• Proficiency with purchasing systems, ERP platforms, and Microsoft Office applications.
• Strong organizational skills and attention to detail in managing multiple purchase orders and deadlines.
• Experience coordinating deliveries to multiple sites or complex project environments.
• Ability to interpret technical drawings and material specifications.
• Knowledge of inventory control and logistics practices.
• Professional designation (SCMP, CPPB, or equivalent) considered an asset.
